Afghanistan: Senior Anti-Corruption Advisor (STTA)


Position Summary:


Creative is seeking a Senior Anti-Corruption Advisor, Short-term Technical Assistance (STTA) for a U.S. Agency for International Development (USAID) funded project proposal that seeks to address corruption in Afghanistan. The Senior Anti-Corruption Advisor STTA is to be based in Kabul, Afghanistan.


Reporting & Supervision:


This position reports to the Senior Anti-Corruption Advisor in Afghanistan.


Primary Responsibilities:


The Senior Anti-Corruption Advisor STTA will serve as an anti-corruption Subject Matter Expert and will be responsible for leading implementation of his/her assigned task. S/he will oversee the expatriate and local staff assigned to his/her task.


Other responsibilities include:



  • Serve as liaison with Afghanistan government counterparts and community stakeholders on task communications and technical implementation activities;




  • Provide technical direction and leadership and oversight of matters related to task;




  • Provide technical support to the team; and




  • Develop and submit any task-related deliverables and provide timely and accurate reporting and briefings to program management on assigned task.



Required Skills & Qualifications:



  • At least 3 years’ experience as a Senior Anti-Corruption Advisor or in a related role;




  • At least 5-7 years of relevant experience working in international development;




  • Master’s degree from an accredited university in a relevant field;




  • Previous experience working in the region;




  • Familiarity and experience working with U.S. Government;




  • 5-7 years of experience working with anti-corruption programming, rule of law initiatives, and organizational development with local organizations;




  • Experience with activity design, development, implementation and monitoring and evaluation;




  • Excellent communication and interpersonal skills; and




  • Strong analytical capacity.



Desired Skills & Qualifications:



  • PhD or JD degree from an accredited university in a relevant field;




  • Experience working with citizen engagement and oversight of political processes, especially as they relate to anti-corruption;




  • Experience working with partnership organizations, especially civil society organizations and/or government agencies;




  • Experience in producing publishable material on anti-corruption;




  • Experience in developing survey tools and working with focus groups;




  • Fluency in Pashto/Dari a plus.
