For our Programs in Afghanistan HealthNet is looking for a pro-active and pragmatic Finance Director with strong capacity building skills to lead the finance department.

About us**
HealthNet is a Dutch aid agency that works on health in areas disrupted by war or disasters. In these areas people are facing the immense task of rebuilding society while they suffer from poverty, diseases and the emotional consequences of conflict. We use ‘health’ as both a goal and means: the goal is to reach accessible health care for all. By working on that together with local communities we use ‘health’ as a means to bring people together and to restore mutual trust.
The Afghanistan Programs
HealthNet TPO has an extensive track record in Afghanistan, which has been built around three independent programmes: i) the Health Care Support Program, ii) the Malaria Control Program and iii) the Mental Health and Psychosocial Program. HealthNet TPO is currently working in approximately 16 provinces. The turnover in Afghanistan last year was approximately 11,4 million euro’s. The main funding sources are the Global Fund fights AIDS, Tuberculosis and Malaria, USAID, WHO, WFP and Gavi.
During Q4 2015 the processes and procedures of the Finance Department were checked and where necessary updated by a consultant. The quality of the Finance Department has improved since yet we need to safeguard the improvements made so far and work on further strengthening the department.
Your key accountabilities and outputs
You will be a member of the Afghanistan Management Team and report to the Head of Mission Afghanistan and the Financial Controller at the head office in Amsterdam. You will lead the finance department (6 people) and be responsible for the financial management of the organization in Afghanistan.
Your main tasks will be:
· Strengthen the structure, setup and procedures/processes of the finance department on the basis of the recent updated Finance manual.
· Department activities aligned with the Planning and Control Cycle
· Providing timely Risk analysis.
· Monitoring and improving Internal Control procedures and processes.
· Act as contact person for auditors, insurance, bank and donors.
· Coaching the Finance Department with emphasis on ‘learning/improving by doing’ i.e. new structure, setup and procedures/processes are introduced, explained and trained, and put into daily practice
· Advise and support HNTPO management and participate in the local management board.
Your expected outputs include:
· Timely produced, reliable, periodic reports including a liquidity planning;
· Reliable donor reports based on HNTPO reporting processes.
· A trained finance department staffing capable of implementing their manual(s);
· A Monthly liquidity plan;
· An annual budget with regularly forecast.
· Improved job descriptions (strong links to the organizational chart and manual);
· Optimal use of hardware and financial software
You can / have
· Accountant/ controlling qualification preferred, (ACCA, CIMA, IIA) or equivalent;;
· More than 7 years experience in the field of Finance with both experience in an accounting role and in a department managerial role;
· Proven experience in capacity building;
· Experience with donor regulations;
· Fluent (speaking and writing) in English preferably fluent in local languages;
· Excellent communication skills
· Excellent planning and organization skills;
· Strong analytical skills;
