An exciting opportunity exists to join Iraq and Afghanistan Veterans of America as an Education and Employment Support Associate for the Rapid Response Referral Program (RRRP). IAVA’s RRRP is our best in class one-on-one case management and referral service program. Since its launch in late 2012, our RRRP team has helped more than 5,900 veterans and family members get on track to meeting their goals through free and confidential support and connections to highest quality resources and benefits.


Reporting to the RRRP director, the Education and Employment Support Associate will be located in IAVA’s national headquarters in New York City.

Responsibilities


The Education and Employment Support Associate will work with RRRP and with the New GI Bill web page by:


Working directly with veterans who come through the RRRP program on employment and educational assistance, including offering guidance and necessary referrals;


Collaborating directly with RRRP VTMs on mutual cases;


Working with RRRP director and Digital Products team to create a case reporting mechanism in Salesforce to document and track work with clients;


Participate in weekly supervision with RRRP director and in weekly RRRP team meeting;


Answer employment-related questions that come in through Zen Desk and the Salesforce equivalent, once it is developed;


Oversee accuracy of content on New GI bill calculator;


Create content plan for New GI bill web page;


Write education blog content;


Other duties as assigned required.


Education and Experience


Bachelors Degree;


Experience working with veterans on issues related to the new GI Bill;


Detailed and demonstrable knowledge of education issues as relates to the new GI Bill;


Detailed and demonstrable knowledge of employment resources for veterans;


Experience working with veterans on job-related issues.


Traits


A commitment to IAVA’s mission of supporting new veterans and their families;


An awareness of, or strong interest in, veterans’ employment transition issues and available resources;

The Position:
The position is based on the need to build and sustain long-term security risk management capacity at ActionAid Afghanistan programme. The purpose of this role is to (1) Develop and implement security risk management systems and procedures in line with ActionAid’s policies and informed by country’s political, social and security context (2) to support staff and management in their security-related roles and responsibilities by means of capacity development, staff awareness and effective communication, and (3) act as the key contact on matters concerning staff security on behalf of the Country Director.

Qualification & Experience

The candidate must hold at least a Bachelor degree in security management, social sciences, law or any other related subject. 5 years professional experience in security risk management with reputable company or NGO, of which minimum 02 years must be in managerial position. Case management is a collaborative process which assesses, plans, implements, coordinates, monitors, and evaluates the selection of services to optimally meet each individual clients’ needs.

  • Assesses veterans referred to the program to include any problems, needs, or barriers identified in the following areas: Housing, Employment, Education/Training, Financial, Sobriety Support/Addiction Treatment, Legal, Family/Social, and Medical/Psychiatric

  • Coordinates care with VA personnel and other community partners on behalf of clients to for eligibility documentation, mental and physical health services.

  • Facilitates client intake process and compiles client files ensuring all program eligibility documentation is complete

  • Collaborates with clients to complete Individual Action Plans (IAP)

  • Maintains confidential client files in a professional and timely manner ensuring all forms are the most recently revised versions and in compliance with organization standards; all required documents are present, complete, signed by the client and staff as applicable; and documents are placed in the correct order according to organization standards

  • Meets with clients as specified by program requirements and documents progress notes in Data/Assessment/Plan (DAP) format

  • Reviews and documents updates for IAPs on a monthly basis

  • Completes timely discharge summaries

  • Conducts home visits (whether at project-based units or scattered site) to provide case management services and ensure health and welfare of clients

  • Assists in quality management activities, data collection, and preparing reports

  • Facilitates client life skills classes

  • Provides specialized case management services and life skills groups/classes to veteran sub populations as applicable (such as female veterans, disabled veterans, Iraq/Afghanistan veterans, etc.)

  • Conducts random drug and alcohol screenings of clients

  • Maintains confidentiality in compliance with the Health Insurance Portability and Accountability Act (HIPAA) standards

  • Completes accurate and timely data entry into the HMIS system as applicable and other required internal and external databases

  • Documents client referrals for services

  • Attends scheduled team meetings and trainings

  • Maintains and submits time sheets, mileage logs, client expenses, and other required documentation accurately and in a timely fashion

  • Performs other duties as required

Requirements:


  • Bachelor’s Degree required. Degree in Social Work, Psychology, Counseling, or other related social service field preferred.

  • Two years of experience in social services or related field preferred.

  • Experience working with homeless and/or veterans preferred.

  • Certification in Substance Abuse Counseling preferred.

  • Experience facilitating support groups preferred.

  • Strong oral and written communication skills.

  • Professional manner and appearance.

  • Ability to work independently and within a team.

  • Ability to take direction.

  • Ability to work effectively with diverse group of clients, staff, and community members.

  • Computer proficient in Microsoft Office and Internet.

  1. Rationale
    Market Development Programme (MDP) of Aga Khan Foundation – Afghanistan (AKF, A) is involved in developing selected value chains in its program provinces. Poultry is one of the value chains, selected and supported either now or in the past in all of its program provinces. It has been working mainly with the backyard poultry and few semi-commercial poultry farms in Badakhshan and Bamyan, whereas its involvement in Baglan and Takhar ranges from start-up support for women-run backyard poultry farms to advisory and link-up assistance for semi-commercial and commercial ones.
    Poultry – as a source of nutrition supplement; as a main source of income for women; and as a diversified income source for small-holder farmers – is seen important for the livelihood of rural population. In addition, the commercial and semi-commercial poultry farms in urban area are supporting the national economy through import substitution and job creation.
    In recent years, demand for chicken and eggs has increased both in the rural and urban markets. Therefore, more and more people are becoming interested to invest in the sector. But, few of the key constraints are preventing the growth of a competitive and large-scale commercial poultry industry in Afghanistan. These constraints range from limited access to high quality chicks for rearing to better quality feed and hygienic processing system. Currently, majority of the day-old chicks are coming from Pakistan. The journey from the hatchery unit to the poultry farm is both long and treacherous. This has resulted in higher mortality rate among the chicks in transit as well as vulnerability of transferring diseases. The mortality rate during transit, transportation cost and import taxes put additional top-up on the total cost of a day-old chick. In addition, most of the feeds are also being imported by input suppliers from neighbouring countries. Again, the transportation cost and import taxes make the cost of imported feed very high. Finally, in the absence of scientific
    processing plant, bulk buyers like super markets, hotels and guesthouses, and foreign troops stationed in Afghanistan are forced to import the processed poultry products from outside.
    Therefore, AKF under its Market Development Program (MDP) is exploring the possibility to facilitate in the establishment of a hatchery plant, a feed production plant and a processing plant in Baghlan province program area. This will help in commercialising the sector and providing cost competitive alternatives to the existing and future poultry farmers.
    In order to realise this idea, AKF feels a need of realistic and detailed feasibility studies conducted for all three poultry related ancillary plants. In addition, detailed business plans for these plants are also required to be developed, which in near future will help the interested individuals to invest in these plants. To operationalize this idea, AKF is looking for an experienced consultant who can conduct such feasibility studies and also develop required business plans.Objective
    The objectives of this assignment are:

Provides specialized functional services within Movement Control operations as assigned, including

ground transportation missions and/or air transportation in theater. May be assigned to a camp

passenger terminal for fixed wing or rotary aircraft and responsible for daily operations. Responsible for

preparation and maintenance of movement logs, passenger manifests, cargo movement logs, and daily

mission logs. Coordinates activities with military personnel and passes along pertinent information

regarding flight rules and regulations to both the internal and external customer. Assists military personnel

in scheduling of flights and manifesting of employees. Performs basic maintenance and stocking function

at a passenger terminal to ensure customers’ needs are met. Disseminates information regarding flight

schedules, routes, delays, safety requirements, personal baggage limitations, and facilities for customers.

Ensures passengers are clear to fly, performs roll call, and escorts passengers to and from aircraft as

necessary. May be assigned to ground transportation coordination for line haul, tanker, flatbed, HAZMAT,

and triple/double missions. Responsible for preparation and maintenance of movement logs, cargo

movement logs, and daily mission logs. Coordinates activities with military escort personnel and passes

along pertinent information regarding safety and security rules and regulations. Assists military personnel

in scheduling of missions. Performs basic maintenance and stocking functions at truck yards and

checkpoints to ensure customers’ needs are met. Disseminates information regarding schedules, routes,

delays, safety requirements, and facilities for customers.

  1. Rationale
    AKF’s Rural Development department under its market development programme is promoting value chain strengthening in central and northern parts of Afghanistan since 2009; and one of the promising value chain is dry fruits, which is practiced by small farmers since a long time back. Development of this value chain will result in enhanced livelihood opportunity for a high number of small holders and poor households in target areas. AKF, MDP have already started some interventions for the promotion of this value chain based on understanding from the field. But prior to initiate further interventions, it is looking forward to undertake one Value Chain Analysis (VCA) of the sector to identify potential trades/enterprises, existing gaps in the chain and services required for the future. In this process, AKF MDP will hire a consultant who has seasoned experience of undertaking the above mentioned analysis. S/he will identify gaps, opportunities, service requirements and will propose potential interventions strategy for the development of the dry fruits value chain in Badakshan and Samangan provinces.

  2. Objective
    The objective of the study is to help AKF MDP team to develop a practical approach for the development/promotion of dry fruits value chain in Badakshan and Samangan provinces. The value chain analysis is expected to cover input supply & services, production, processing, wholesale and finally retail market with focus on increasing market access for the small producers. In addition, s/he is expected to identify interventions that can strengthen the competitiveness of dry fruits, methods for effective value additions and to develop competitiveness strategies that are beneficial both to the environment and to local business development.

  3. Main Duties and Responsibilities
    The main duties and responsibilities of the expert include:
     To carry out market survey and identify potential trades in which small holder producers of
    dry fruits are engaged or potential to be engaged for their livelihood in target communities of
    Badakhshan and Samangan.
     To carry out Value Chain Analysis to identify – major actors and their linkages, market
    potentiality and analysis of demand & supply pattern.
     Identify the technical and vocational skills needed for potential male and female dry fruit
    producers which need to be addressed for self and wage employment opportunities.
     To assess and recommend best methodology/practice to provide assistance/support to
    small-holder producers, value chain actors and chain enablers that can have effective role in
    growth and development of the dry fruits value chain.

  4. Qualifications Required
     Masters degree in Business Management or relevant field.
     Senior and experienced individual in value chain analysis & feasibility studies.
     Background/sound experience in social development related work in general and with market
    development/income generation program in particular.
     Exposure to technologies/innovations is an advantage.
     Excellent communication and writing skills in English.

  5. Deliverables
    The expert will prepare and submit AKF Kabul office the following:
     Comprehensive value chain analysis study report plus recommendation plan for future
    interventions respectively for Badakhshan and Samangan provinces.
     Conduct a debriefing session with MDP staff both in the provinces and Kabul.
     Practical tips/techniques and support/guidance to AKF team in further analysing the value chain
    and designing MDP interventions to address the needs of the sector.

  6. Reporting line
    The consultant will report to National MDP Manager and coordinate the logistics and assignment
    operations with Regional MDP Manager(s) in the provinces.

The Organization

The Position:


The position is based on the need to build and sustain long-term security risk management capacity at ActionAid Afghanistan programme. The purpose of this role is to (1) Develop and implement security risk management systems and procedures in line with ActionAid’s policies and informed by country’s political, social and security context (2) to support staff and management in their security-related roles and responsibilities by means of capacity development, staff awareness and effective communication, and (3) act as the key contact on matters concerning staff security on behalf of the Country Director.


Qualification & Experience


The candidate must hold at least a Bachelor degree in security management, social sciences, law or any other related subject. 5 years professional experience in security risk management with reputable company or NGO, of which minimum 02 years must be in managerial position. Experience in security management in Afghanistan or other high risk countries in Asia region is an asset to the role

Conducts ongoing analysis of the socio-political context and the security situation, and develops and maintains up-to-date context analysis and risk assessment (national, regional, Local)


Undertakes regular and ad hoc security assessments as necessary, in order to gather information and analyse the overall security situation in existing and potential working areas.


Develops and maintains effective security plans, procedures and systems for staff security management and updates them in view of external and internal changes.


Develops and implements efficient and effective systems for security inductions and orientations for new and existing staff and visitors.


Maintains close contacts with all relevant stakeholders to develop a network and builds relationships with key actors to ensure the gathering and analysis of reliable security information.


Ensures that the management receives regular security reports and analysis which will help critical decision making and operations.


Ensures that an appropriate system is in place to provide timely security information to all staff members and visitors.


Develops and maintain an incident reporting system and ensures that the incident register is updated regularly.


Carries out investigation of security incidents in accordance with applicable incident management procedures.


As a member of the National Crisis Management Team (NCMT), supports effective crisis/critical incident handling, in accordance with applicable crisis management protocols.
