Afghanistan: Monitoring and Evaluation Officer--Afghanistan

Summary
Counterpart International is seeking a Monitoring and Evaluation (M&E) Officer for its 5-year, USAID funded, Afghan Civic Engagement Program (ACEP). Program is currently in this third year of implementation. The goal of ACEP is to promote civil society and media engagement that enables Afghan citizens to influence policy, monitor government accountability, and serve as advocates for political reform. The program aims to achieve this goal through the following five program areas: (1) regular CSO engagement with government; (2) increase CSO and media thematic expertise in democracy and governance; (3) expand civic engagement; (4) improve access to independent news and public affairs information; and (5) increase CSO organizational capacity.
This is a full time position based in Kabul, Afghanistan. With direction from the Chief of Party (COP) and Counterpart headquarters (HQ) Afghanistan team, the M&E Officer will assist the COP to lead program-wide monitoring, evaluation and reporting to ensure data is collected from all stakeholders in a systematic manner that provide tools to support the effective management project. S/he will be responsible for establishing mechanisms to drive learning among the program team and partners that is based on analysis of quantitative and qualitative data collected through partner reporting and interactive evaluation tools. S/He will assist the team in reflecting on the overall M&E process so best practices are being put forward with a clear understanding of the M&E program’s methodology.
DUTIES AND RESPONSIBILITIES:
• Supporting overall project monitoring, evaluation and reporting process.
• Support data analysis efforts and providing up-to-date information to program management team to inform decision making and ensure the program is on track.
• Develop standard Management Information System (MIS) for ACEP consortium and provide technical assistance during the establishment of MIS to relevant M&E field staff.
• Conduct periodical field visits of ACEP program and activities to ensure ongoing activities are implemented in line with the approved work plans if security environment permits.
• In coordination with the other project stakeholders develop monitoring and evaluation forms and procedures (tools) for ACEP program, He/she will also encourage participatory monitoring and evaluation approach for Counterpart ACEP program and it’s implementing partners.
• Lead training efforts targeting ACEP monitoring and evaluation staff on data collection, interview, surveys, data clarity, data delivery etc.
• In coordination and under CoP guidance organize meetings to identify lessons learned, best practices, and how to improve the overall monitoring and evaluation program methodology.
• Draft bi-weekly, quarterly and monthly reports on monitoring and evaluation unit and findings from M&E activities
• Any other task assigned by the supervisor.
RequirementsQUALIFICATIONS:
Required:
• Minimum five years of relevant working experience, and one or more areas of civil society, citizen engagement, advocacy, civic education, participatory government, social partnership or equivalent.
• Quality Management or audits, capacity building or organizational development with an international NGO.
• Bachelor Degree in International Development, Political Science, Public Policy, Law, Social science or other relevant field of study. Ability to mentor and oversee small to mid-size team.
• Demonstrated planning, analytical and problem-solving skills.
• Advanced coordination and reporting skills.
• Strong cross cultural skills, ability to work in a diverse, multi-cultural NGO environment, with respect, professionalism and gender sensitivity.
• Ability to work independently and as a team member, ability to build rapport and collaborate with diverse groups and departments is key.
• Good interpersonal skills.
• Systematic and organized, with demonstrated ability to analyze systems in place with specific recommendations for process and procedural improvement.
• Ability and willingness to travel to field offices as needed and in accordance with annual work plan.
• Ability to work under pressure and to meet tight deadlines, with minimum supervision.
• Fluency in English is required.
Preferred
• Master degree preferred.
• At least 1 year of professional experience in a donor environment or international organization with governance and civil society programs in complex environments is preferred.
• Experience working with an international NGO or UN agency a plus.
