Afghanistan: Head of Program


We are looking for our delegation in Kabul for a


Head of Program


Position Start Date: 1st of March 2016
Duration: until 31th of December 2016
Location: Kabul – Afghanistan
Terre des hommes does not set closing dates for this position; recruitment is on-going until the position is filled


Contractual conditions:
Swiss salaried contract 3’967 Chf (~3’450€) < > 5’133 Chf (~4’500€) net salary/month according to experience x 13, Annual Leave: 25 days per year + R&R system including 5 days every 10 weeks + participation to the cost of travel up to a maximum of 1000 USD. Contract includes also local accommodation and transportation, health and repatriation insurance, return flight.


Context:


Terre des hommes is active in Afghanistan since 1995 and carries out projects related to child protection, mother and child health, rural economic development.


In 2014, more of 108,000 people benefited from activities of Tdh.


General description of the position:


In his/her capacity of Foundation representative, the Head of Program reports to the Country Representative and oversee the program in Afghanistan. S/he is responsible for the implementation of the strategy, the development and managerial coordination of the project teams, and s/he has a major responsibility for the project strategies, steering and outcomes.


S/he supports and validates the quality of the work done by the teams as regards the Tdh mandate, policies and commitments and international standards. S/he coordinates and develops national measures for dialogue and partnership with state, national and international partners.The Head of Program stands in for the Country Representative during his/her absence and, by delegation, manages/coordinates all the activities linked to Terre des hommes projects in his/her country of assignment: work for the network, planning, checking and evaluating projects, seeking local funding. The Head of program ensures the application and development of the Tdh delegation’s intervention strategy, in collaboration with all the parties.


Main responsibilities:


Program Development & Strategy: re-shaping an integrated country program strategy
Program Implementation & Coordination: improve the coordination and follow up of the program implementation in a volatile context
Program Monitoring, Evaluation, Accountability and Learning:
Grant proposals writing & reporting processes: improving the anticipation and coordination in developing new grant proposals in correlation with the M&E/L approach
Program staff Management and Capacity Building: developing staff capacities in terms of program management
Partnerships and Representation: increase the visibility, notoriety and credibility of Tdh’s program in Afghanistan
Deputize the Country representative when required
The post-holder may be required to work out of hours or on weekends and s/he is expected to visit disaster-affected areas regularly (depending on security and clearance from authorities).
The position reports to the Country Director and supervises Program Managers.


Profile :


• An experience of at least 3 years in the position of Operations Manager or Support Coordinator in an INGO and/or in a management/commercial/financial position in a private company, with knowledge of budget setting, financial follow-up etc.;
• Experience working overseas in remote and complex locations;
• Working experience with some or all of EU, ECHO and SDC guidelines;
• Experience of building and developing the capacity of staff through the use of training, performance management frameworks and development plans;
• Excellent interpersonal and team skills;
• Excellent IT skills;
• Commitment to and understanding of Tdh’s aims, values and principles; and Ability to work in a multicultural context as a flexible and respectful team player.
• Excellent organizational and coordination skills; Sense of priorities;
• A proven managerial experience;
• Experience in security management;
Strong analytical skills ;
• Excellent writing and editing skills in English for external audiences (including governments and donors); French is desirable
• Work related experience from Afghanistan is an advantage.


Child protection policy:
• To commit to respect Tdh Risk Management Policies including: Child Protection Policy, Safety and Security Policy and Anti-Fraud/Corruption Policy, Whistle Blowing Policy
• To commit to ensure the best implementation possible of the Tdh Risk Management Policies in Afghanistan
• To commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Tdh Risk Management Policies
