Recruiter – Domestic/International

Summary

This position will report to the Vice President of Human Resources. Duties will include primary responsibility for client contract recruitment efforts in the U.S. and Overseas.

Overseas Recruitment:
Recruit potential candidates for specific requirements as well as pipeline efforts by utilizing various methods (i.e. networking, referrals, online recruiting tools, organizational affiliations, job/career fairs, cold calling).

Experience with enterprise-wide Applicant Tracking Systems and HRIS programs along with a thorough knowledge of the entire recruiting life cycle coupled with a strong work ethic, communication and organizational skills and portray a professional image with the AMK9 high standards of excellence, evaluation and negotiation skills.

Develop recruiting plans and staff for positions with Third Country Nationals (TCNs) when required.

Provide internal support for requests such as preparation of candidate data for proposal agreements, attend career fairs,research of qualified applicants, screening applicants, conducting telephone interviews, administering tests, background checks, and evaluating/verifying applicant qualifications.

Responsibility for coordinating the development of recruiting strategies for attracting candidates in a very challenging niche market; assists in deployment activities as well as validates required paperwork and candidate certifications. Develops and participates in on-site and off-site recruitment programs including job fairs, trade shows, and media presence.

Work as the TCN Liaison (Afghanistan, Uganda, Iraq, etc.)


US Recruitment:
Provide critical and timely process of CONUS staffing requirements including job posting, reference checking, e-verifying and background investigations in accordance with client specifications.

Develop and execute a sourcing strategy aimed at generating a qualified candidate flow for high priority open positions and develop a strong pipeline of future candidates.

Help proposal teams develop appropriate staffing plans according to proposal requirements.

Ensure that all staffing documentation submitted with proposals complies with donor specifications (including letters of commitment, references, due diligence, and other proposal documents).

Re-write candidates’ CV’s to address qualifications required for roles specified in proposals; provide other writing inputs to proposals, as needed.

Follow standardized processes to screen and select the best candidates, ensuring compliance with all governmental and client employment specifications.

Partner with hiring managers in order to meet staffing deadlines.


Essential Duties and Responsibilities:
Working closely with hiring managers to clarify job specifications and requirements.

Assist in developing job descriptions and biographical candidate summaries.

Proactively source candidates, review resumes, screen candidates; effectively market open positions.

Organize and store applicant information to assure compliance with document retention laws using the company’s applicant tracking system.

Conduct recruiting for contractual employees on a national basis.

Carries out a variety of assignments within the human resources dept., including advertising, interviewing and applicable local state and federal laws pertaining to the employment process.

Must have the ability to properly handle sensitive and confidential matters and information.

Strong MS office skills, including Word, Excel, PowerPoint, Outlook, with moderate to advanced Excel skills.

Qualifications and Experience

1 to 2 years of demonstrated successful high-volume recruiting experience with exempt and non-exempt positions.

Prior human resources experience with AAP and OFCCP requirements a plus.

Associates degree or equivalent from two-year college or technical school or equivalent combination of education and experience
