OVERVIEW OF THE POSITION
The Client, in partnership with the Ministry of Education and Deputy Minister for Technical and Vocation Education and Training in Afghanistan, is implementing a four (4) year project to develop a systematic process for the development of competency-based skill standards, curriculum, assessment and certification (SACA Project). This is part of the greater goal of establishing a uniform national competency-based vocational education system in Afghanistan based upon the newly revised Afghanistan National Qualifications Framework (ANQF) qualification levels, award titles and corresponding descriptors. This in turn aims to provide youth with good quality labour market relevant skills as well as boost the local economy with the required skilled labour force it needs to meet demand.
A substantive part of this project is a pilot program that focuses on the training of two hundred and fifty (250) assessors (25 of which will be Master Assessors). These Assessors, under the supervision of the Master Assessors, will then be responsible for assessing and certifying fifteen thousand (15,000) students in ten (10) identified priority occupations at varying levels aligned to the ANQF, to be assessed and certified at ten (10) identified assessment centres throughout Afghanistan.
The twenty-five (25) Master Assessors are currently undergoing training, based upon Australian curriculum, in the following areas:
§ introduction to competency-based assessments
§ assessing competency
§ participating in assessment validation
Upon completion of this training, they will then be responsible for the training of the Assessors in the same curriculum, with a particular emphasis on recognition of prior learning and flexibility of assessment. This specific activity is to be implemented under the observation of international TVET experts to ensure that the content transfer of skills and knowledge is achieved, in order for the assessment and certification phase to be successfully implemented.

§ Concreting (Batch Plant Operations)
§ Building Painter
§ Gas Welder
§ Arc Welder
§ Horticulture Production
§ Fruit and Vegetable Processing
The main focus of this assignment is to observe, monitor and evaluate the delivery of the training by the Master Assessors to the Assessors, and to provide any technical assistance or input as required. The training participants (the 225 assessors) will be divided into ten (10) evenly numbered groups, selected from identified TVET Institutes n Kabul, Kandahar, Herat, Mazari Sharif and Jalalabad.

Each international TVET Consultant, in collaboration with the client, will carry out one assignment consisting of no more than twenty (20) working days. The assignment will take place during April – May 2016. At the conclusion of each training group monitored and observed, each international TVET Consultant will be required to submit to the client a brief report of the activity (pro forma report to be completed will be provided by the client to the Consultant). Further details on duties, activities and work schedule will be provided upon engagement.
ESSENTIAL EXPERIENCE
The international TVET Consultant will be a well reputed and respected TVET expert, experienced in vocational education training and assessment, and possess the following qualifications, skills, knowledge and experience:
§ be from Australia, New Zealand or United Kingdom
§ hold a Level 4 qualification or higher in the field of vocational education and training
§ hold a Level 4 qualification or higher in one of the priority occupations herein (preferred)
§ at least ten (10) years’ experience as a Trainer and Assessor (in one of the priority occupations would be an advantage)
§ relevant work experience in international TVET development projects preferred
§ have a high level of English proficiency and excellent observation skills
§ knowledge of Dari or Pashto an advantage
