About the Agency

USAID has been a principal U.S. agency in extending assistance to countries recovering from disaster, trying to escape poverty, and engaging in democratic reforms.


The OIG is responsible for preventing and detecting fraud, waste, abuse, and violations of law, and for promoting economy, efficiency, and effectiveness of USAID programs. OIG is responsible for auditing and investigating USAID, the Inter-American Foundation, Overseas Private Investment Corporation and the United States African Development Foundation. OIG is organized into three operational units: Audit, Investigations, and Management. OIG maintains overseas offices in Cairo, Egypt; Dakar, Senegal; Manila, Philippines; Pretoria, South Africa; San Salvador, El Salvador; Islamabad, Pakistan; Frankfurt, Germany; Kabul, Afghanistan; Tel Aviv, Israel; and Port-au-Prince, Haiti; Islamabad, Pakistan; Kabul, Afghanistan; Tel Aviv, Israel, Frankfurt, Germany and Kampala, Uganda. The incumbent will perform the following duties on a development level with tasks becoming progressively more responsible :


Skill in applying, total infrastructure protection environment; system security certification and accreditation requirements and processess.

Extensive knowledge of IT Governance and IT Life Cycle Processes.

Extensive knowledge of a wide range of Information Technology concepts, principals and practices.

Expert knowledge of the theory and technology of both computers and telecommunications systems.

Ability to coordinate and conduct surveys and inspections which improve the level of security.

Evaluates performance as they relate to information security strategic direction and for consistency, standardization, integration, quality assurance, and compliance with architecture and standards. Makes recommendations for improvements. Identifies issues and obtains authoritative resolution of issues pertaining to conflicts among OIG functional areas, technical areas, or organizations.


QUALIFICATIONS REQUIRED:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.


Basic Requirement: All applicants must meet the following criteria.


GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, equivalent to at least the GS-11, applicants must have one year of specialized experience at, or equivalent to the GS-12 grade level in the federal service. Specialized experience is defined as experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes contingency planning; security awareness for IT professional staff; providing analytic and technical advice to support and defend major principle policy and business decisions in the areas of information and security, capability, and planning; delivers written status updates, informal meetings and briefings to superiors and senior OIG staff.


GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, equivalent to at least the GS-12, applicants must have one year of specialized experience at, or equivalent to the GS-13 grade level in the federal service. Specialized experience is defined as experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes a thorough understanding of Information Security monitoring incident response; contingency planning; security awareness for IT professional staff; providing analytic and technical advice to support and defend major principle policy and business decisions in the areas of information and security, operational and tactical net-centric readiness, capability, contracting, budgeting, and planning; works at the senior level to define, integrate, and implement strategic direction for vital programs with long-term impact on large numbers of people; delivers written status updates, informal meetings and briefings to superiors and senior OIG staff. Provides programmatic support for all sensitive activity information /security functions within OIG. HOW YOU WILL BE EVALUATED:
