(AFG) Operations Manager

Job*Summary*

The Operations Manager is responsible for the operational management of all Contractor personnel and will ensure that field Private Security Details (PSDs) are operational and functioning properly and effectively.

Principle Accountabilities

• Daily resource (manpower and equipment) prioritization and allocation to include oversight of billing allocation.


• Develops a robust strategic communications and information function that networks all relevant parties on security issues.


• Establishes links with other information activities, such as Stabilization Operations Information Center, Afghanistan non-government organization (NGO) Safety Office, Armed Contractor Oversight Division, Skype Chat “Security Face”, and Private Security Company information services.


• Facilitates two-way flow of relevant information that is properly vetted.


• Provides flash alerts and advisories to relevant end-users regarding current and sudden threats.


• Produces timely risk and incident reports.


• Establishes and maintains tracking of all Company tactical ground call signs movement and activities including satellite tracking and spot reports.


• Identifies and facilitates other support functions, such as air transport of embedded project personnel to cities, Provential Reconstruction Teams, Forward Operating Bases (FOBs), District Centers, etc.


• Enhances in extremis support, to include developing Standard Operating Procedures (SOPs) and pre-coordination across all projects.


• The unity of command of the PSDs rests with the Operations Manager.


• Ensures that field PSDs adhere to all Company SOPs and directives by routinely auditing PSD operations and assessing compliance.


• Maintains threat situational awareness through the daily review of intelligence reports for all sites where Company personnel are engaged or accommodated and for all PSD operations theater-wide.


• Responsible to provide the Company Security Team and/or the COTR with a detailed report of the common operating picture as it affects Company project efforts in- theater. S/He will be responsible for disseminating analysis and assessment of mission threats and trends to both the contractor‘s subordinate PSD elements in-theater as well as to the Company Security Team.


• Produces reports to Company Security Team regarding travel-related and facilities-related threat information assessments, for the purposes of avoiding and preventing insurgent attacks against Company personnel and resources operating in the Afghanistan area of operations (AO).


• Monitors satellite tracking devices, radio systems, and other information sources to track all deployed teams and report significant information to the Company Security Team as soon as possible.


• Reports and provides a timely brief to Company Security Team on all day-to-day operational matters and situations on the ground.


• Plans and coordinates the PSD operations in support of all Company clients throughout the AO. S/He will be responsible to provide administrative oversight of PSD task execution in support of the Company project objectives.

Knowledge & Skills

• Well rounded cross functional security professional capable of building and managing the full spectrum of security task order operations from an operations center.


• Must have a sound working knowledge and understanding of tactical communications & systems coupled with experience in using and maintaining vehicle/equipment systems employed on this contract (to include satellite tracking systems, radios, sat phones, etc.).


• Excellent oral and written skills and a working knowledge of Microsoft Office software (Excel, Word, and Power Point) to maintain data, and create reports and briefings. Fluent in English (written and spoken).


• Demonstrated excellence in field performance, liaison activities, and staff functions, and perform in the top end of his/her peer group.


• First aid/trauma skills required and ability to stabilize casualties as a first-line responder, enabling casualties to be moved safely to more comprehensive medical facilities.


• Qualified in weapons handling and have a current license from the Government of Afghanistan (GoIRA) to carry weapons.


• Training in weapons, communications, counterterrorism operations, and threat familiarization, inclusive of fire prevention, mitigation, and containment.


• Good interpersonal management skills.


• Diplomatic and mature professional skills required to provide close protection services for clients when travelling, and while at the venue site.


• Ability to provide pragmatic verbal risk assessments, supporting the development of tactical plans for the conduct of secured movement, as well as venue risk management requirements.


• Fluent in military structures; highly developed cross cultural communication skills; proven problem solver; and technical expertise in security concepts and techniques with the ability to integrate Company security activities with other external security resources as needed.

Experience & Education

• Must have at least five (5) years of experience in security operations or tactical combat operations; of which, at least two (2) years recent experience will be in the Afghanistan area of operations (AO)


• Must have demonstrated significant military field experience in a senior management and leadership position, preferably at the senior officer level with military operations experience in Combat Arms units


• Experienced in providing Protective Security Services (VIP Protection), conducting security assessments, advanced planning and coordination for secured movements, site security operations, and serving as a liaison to Company.


• Military/police training from a North Atlantic Treaty Organization (NATO) country or a Commonwealth Nation


• Considerable experience as a staff officer, as well as field leadership. Management experience in large civilian operations in conflict zones.

Physical Requirements/Working Environment

• Physically and medically fit to operate in a hostile environment.


• Living and working conditions at the assignment location could be remote and uncomfortable


• Long hours, exposure to weather and hazardous conditions


• Should be capable of moving on short notice and under adverse conditions

Travel

• Must be willing to travel throughout Afghanistan and internationally including austere or potentially dangerous locations.
