Summary

About the Position:


This is a TERM position not to exceed 13 months that may be extended in one year increments up to a maximum of four years. TERM positions cannot be made permanent without further competition.


Serves as the Senior Political Advisor to the Commander, United States Forces-Afghanistan and Resolute Support; provide expert advice to multinational coalition; subject matter expert on governance policy issues; coordinates requirements of USFOR-A/RS staff; and conducts high level briefing of assessment conclusions.

Duties

  • Serve as senior Political Advisor and expert on Afghan Governance policy issues in order to communicate with high level officials about strategic development and implementation.

  • Advise the Commander on (United States Forces-Afghanistan/Resolute Staff) USFOR-A/RS plans, activities, and execution ensuring they are aligned and supporting the Government and international community efforts to improve governance and development.

  • Synchronize civil-military planning and operations by focusing on the Government of the Islamic Republic of Afghanistan efforts.

  • Prepare recommendations for changes for policy, procedures, or laws to improve sub national governance performance within Afghanistan.

  • Provide advice and assistance to Government of the Islamic Republic of Afghanistan (GIRoA) analysts in approaches in development efforts to achieve the best mix of forces and equipment, and support attainable within fiscal constraints.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience.


Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience that includes providing advice on multinational coalition and governance policy issues; preparing reports, responding to queries, justifications and background papers on the technical aspects of civil and governmental rebuilding efforts; preparing and presenting high level briefings of assessments and conclusions of material not readily susceptible to verification; representing the United States in meetings with foreign political and military advisors.


You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:


  • Knowledge of Various Governance Policy Processes

  • Knowledge of GIRoA Issues and Cultural Norms

  • Skill in Oral Communication

  • Skill in Written Communication


  • Ability to Analyze and Problem Solve

  • One year trial/probationary period may be required. Direct Deposit of Pay is Required.

  • This position requires a Secret Security Clearance.

  • This position requires specific but common physical characteristics, such as above resistance to fatigue and mental stamina for long periods of cultural negotiations.

  • This position requires extended work schedule of seven days a week and rotating shifts.

  • This position is designated Emergency Essential.

  • This position requires the employee pass a medical examination for the overseas location.

  • Travel away from the duty station is 25%.

  • This position requires an extended work schedule of 141 hours (80 regular and 62 hours overtime) a pay period worked; often with 7 days a week, we have no days off, and potential rotating shifts are required.
