(AFG-KABUL) Advisor, Budgeting, Planning and Programming


Job Summary


Budgeting, Planning and Programming Senior Advisor shall Advise and mentor the Planning and Programming organizations within the Afghan National Defense Security Force (ANDSF) on the Ministry of Defense/Ministry of Interior (MoD/MoI) Planning and Programming Processes.


Principal Accountabilities


  • Advise and mentor on capacity building and sustainment on building organic Planning, Programming, Budgeting and Execution (PPB&E;) capacity.

  • Advise and mentor on translating national security policy programs into strategic program guidance for the ANDSF.

  • Advise and mentor on developing capacity related to program formulation and justification, cost estimating models, policy, and procedures, and budget strategies under fiscal constraints in preparation for becoming a secondary budget unit and/or budget unit Forces.

  • Ensure daily, interpersonal and hands-on practical interaction with Afghan counterparts in their operating environment, subject to Coalition-directed force protection and movement restrictions, in accordance with the requiring activity’s plan of action & milestones for the essential functions of ANDSF requirements generation and PPBE.

  • Advise and mentor on the processes and methods to develop qualitative and quantitative cost information to support program requirements.

  • Provide advice and guidance to improve ANDSF budget authority as a secondary budget unit and/or budget unit.

  • Advise and mentor the ANDSF to prioritize requirements when faced with fiscal constraints.

  • Each week, submit a weekly update report to the requiring activity in order to illustrate: progress achieved toward the requiring activity’s plan of actions and milestones; and a plan of action for the coming week that supports the requiring activity’s plan of action and milestones.

  • Perform other duties as assigned

Knowledge & Skills


  • Automated data processing knowledge: possess working knowledge of word processing, spreadsheets, graphics presentation, databases, E-mail clients & web browsers, and web content management.

Experience & Education


  • Master’s degree in economics, finance, business or management from an accredited institution of higher education.

  • Minimum 10 years of Planning and Programming experience at a major governmental institution (armed service, ministry, large department)

  • Work experience will demonstrate that the candidate has had successful outputs of the planning and programming process: programs have been adequately justified and have been resourced as a result of the planning and programming process.

  • Must have a final (not interim) Department of Defense (DoD) Secret Level Security Clearance before deployment and maintain that clearance.

Physical Requirements/Working Environment


  • Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy.

  • Must be able to operate in harsh and austere conditions of Afghanistan

Travel


  • Must be capable of daily travel in and around Kabul as well as to locations throughout Afghanistan
