Afghanistan: Sr. Engineer (Bridges)

ACE is building a team in anticipation to support the Ministry of Public Works of the Government of Afghanistan implementing the Trans Hindukush Road Connectivity Programme (THRCP). The project aims to improve connectivity across the Hindukush mountains through: i) construction of Bamian – Baghlan Highway road; and ii) the rehabilitation of the Salang Pass/Tunnel. The project has strategic importance for the movement of goods and freight between the Northern provinces and Capital of the Country, and is considered part of the resource corridor which is already targeted as a priority to construct by the government of Afghanistan.


Scope of Assignment:


The Bridge Design Engineer works under the overall guidance of the Sr. Highway Engineer and manages all aspects of investigation, and designs, of drainage and protective structures and technical documentation produced by the design engineers. All designs and reviews drawings, specifications and work methodologies shall follow the AASHTO and MPW design standards. Additionally, the Bridge Engineer provides capacity building and mentoring to MPW Civil Servant /counterparts, and will be fully responsible of design and estimation of all structures.


Specific Duties:


Specific responsibilities and duties include but are not limited to:


· Responsible of reviewing the output of structure design team, its performance, and supervision of technical staff.


· Prepare work plan for development and reviewing the designs and estimations of bridges and other structures;


· Review and develop take-off quantities, estimation, and prepare Bill of Quantities for all structures;


· Review the existing practices of local contractors and conventional methodology of road construction; make recommendations that will increase efficiency, safety and productivity through good practices and troubleshooting methods;


· Ensure all bridge, drainage and protective designs are completed to the highest standards;


· The preparation of BoQs and technical documentation in accordance with World Bank standards.


· Advise on the appropriate locations for structure construction.


· Provide advice and coordination of the fabrication process, including launching and placing;


· Review QA/QC site visit and materials testing reports to ensure sampling, testing and inspection of materials are carried out regularly and works are implemented in compliance with design specifications.


· Review and approve design changes as deemed necessary in consultation with the Sr. Highway Engineer;


· Assist with building the capacity of MPW Counterpart Engineers in bridge design and construction techniques including good practices and troubleshooting methods.


· Provide technical advice and assistance to contractors to ensure that economical and quality materials are purchased.


· Monitor the implementation of the works by conducting site visits and provide guidance for improvement and good results.


· Perform any other task as requested by the Team Leader.


Qualifications and Experience:


Education:


Master’s Degree in Civil Engineering or similar field required;


Bachelor’s Degree in Civil Engineering plus an additional 7 years of relevant work experience may be considered;


Experience:


· A minimum of 10 years practical post-qualification experience, preferably design of bridges, protection walls, and other structure projects;


· Highly proficient in design software such as AutoCAD, Midas Civil, Civil 3-D (preferable), and other structural design software;


· Previous experience working in post conflict countries will be an advantage; Previous experience in mentoring and training counterparts is considered an asset.
