(AFG-KABUL) Budget Analyst
Job Summary
The budget analyst will apply fundamental fiscal concepts and established procedures to analyze Government of the Islamic Republic of Afghanistan (GIRoA) or Afghan Security Institution’s fiscal data, programs and operations in order to assist coalition mentors in their advisory duties.
Principal Accountabilities
- Assist Afghan National Security Force (ANSF)/MoF mentors and other personnel in technical budgetary matters to help develop ANSF/MoF resource management capability and capacity.
- Using data processing capabilities, prepares reports analyzing specific aspects of ANSF/MoF structures, functions and operational procedures and recommends ways to improve efficiency and/or effectiveness
- Prepare written and oral budgetary recommendations for implementation by ANSF/MoF budget and finance advisors
- Assist budget and finance advisors in the general preparation and participation of the ANSF/MoF/GIRoA budgetary meetings
- Prepare short and long range budgetary projections utilizing economic forecasting and financial analytic techniques to assess the impact of budget changes and GIRoA legislative requirements.
- Utilize current organization-wide and/or department specific software to complete assignments.
- Prepares charts and diagrams showing prior, current and projected revenues and expenditure to provide a basis for comparison and evaluation.
- Performs other duties as assigned.
Knowledge & Skills
- Reasonable knowledge of budgetary management and accounting principles, and procedures.
- Reasonable ability to utilize current word processing, spreadsheet, database, e-mail and Internet software.
- Ability to follow complex oral and written instructions.
- Ability to initiate improvements in budgetary operations.
- Ability to prepare and present complex and written and oral reports.
Experience & Education
- Possess a Bachelor’s degree from an accredited college or university with a major in Public Administration, Business Administration, Accounting, Economics or related field.
- Have minimum of five (5) years of full-time work experience in financial analysis, business administration, general accounting, cost accounting, economic analysis, systems analysis, personnel administration, or related area.
- Must have a final (not interim) DoD Secret Level Security Clearance prior to deployment and must maintain that clearance.
Physical Requirements/Working Environment
- Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy.
- Must be able to operate in harsh and austere conditions of Afghanistan
Travel
- Must be capable of daily travel in and around Kabul as well as to locations throughout Afghanistan.
