(AFG-KANDAHAR) Materials Control Spec


Job Summary


The Materials Control Specialist is responsible for stock control, inventory management, material sorting /identification/retrograde, and warehousing in support of assigned program.


Principal Accountabilities


(Typical duties include the following, although specific duties vary by assignment or contract.)


  • Coordinate materials for retrograde, issue, repackaging, storage, disposal, or shipment to designated locations

  • Remove materials from inventory and prepare for shipment to include proper blocking, bracing, crating, and packing inside shipping containers and on pallets for truck and/or air movement

  • Identify materials by proper military class of supply

  • Maintain records and provide traceability of documentation through required inventory management accounting or other designated tracking system from receipt and acceptance through issue and shipment process

  • Verify materials or merchandise received against shipping/invoicing documents and accurately record discrepancies and/or damage to materials

  • Examine stored materials for deterioration and damage, providing proper documentation for disposal

  • Perform other duties as assigned

Knowledge & Skills


  • Knowledge of asset management, warehouse processes, and distribution administration

  • Skill and knowledge in analyzing and evaluating logistics management information system reports such as US Marine Corps (USMC) Asset Tracking Logistics and Supply (ATLAS), Air Force Information Management System (AFIMS), Naval Tactical Command Support System (NTCSS), Standard Army Retail Supply System (SARSS), or commercial Warehouse Management Systems (WMS) Daily Performance Management Reports, Error Listings, In-Transit Visibility Reports, Defense Transportation System reports, quality control, and/or traffic management functions

  • Additional knowledge/skills may be required by contract or assignment

Experience & Education


  • Minimum four (4) years of military and/or civilian logistics experience (such as Army Quartermaster, Navy Logistics Specialist, Air Force Supply, Coast Guard Storekeeper, USMC Supply Technician, or civilian with military logistics support experience)

  • Experience in cargo documentation and logistical movement control

  • Prefer experience as Material Handling Equipment (MHE) Operator

  • High School Diploma or equivalent

  • Prefer Associate’s Degree in logistics or management

  • Additional experience/education may be required by contract or assignment

Physical Requirements/Working Environment


  • Assigned to overseas locations where living and working conditions at assignment location could be remote and uncomfortable, with long hours, exposure to weather, dust, and hazardous/harsh conditions

  • Ability to repeatedly lift and move up to fifty (50) pounds in a warehouse and field environment

  • Ability to perform work while wearing personal protective equipment

Travel


  • Ability to travel domestically and internationally

Must have ability to obtain and maintain US security clearance at proper level

Summary:


Leading donor relations and grant management, assist the Director of Policy and Partnership to maintain productive, positive relationships, both internal and external.


Core Responsibilities and Duties:


  1. Resource Mobilization and proposal development:Identify future resource needs in relevant sectors and highlight future funding gaps, in dialogue with program heads and regional teams where relevant. Lead the process of consultation and proposal writing, including coordination with sector experts and regional teams to prepare new concept notes and full proposals to donors, with systematic and timely inclusion of HR, Finance and Monitoring, Evaluation, Research, and Learning (MERL) teams. Support the internal grant cycle process, ensuring its development, circulation, explanation to Coordinators and PMSOs, and ongoing use.

  2. Grant Management:Advise Project Focal Points on grants/contracts management, including oversight of all AKF-A Grants. Ensure timely submission of all contractual requirements, including reporting, with coordination of a/l internal stakeholders. Lead on grant amendments and responses to donor requests. Ensure program and sector understanding of donor commitments and contractual compliance. Assess grant issues and prepare regular analysis for Senior Management, particularly flagging problematic cases for attention.

  3. External Relations:Lead on donor relations and correspondence. Develop constructive working relationships with donors. Contribute to strategic management of relationships with other AKDN agencies and key stakeholders in coordination with the P&P management team and the program team. Represent AKF in external meetings with relevant donors and in national policy fora and Government working groups with other key stakeholders.

  4. Financial Monitoring:Work with the Finance Team to monitor grant expenditure, variance and financial issues. Work with HR & Finance on accurate tracking of staffing contracts, as they relate to grants, to help ensure adequate human resource planning within grants, and prior notice regarding the end of staff contracts.

  5. Knowledge Management:develop and maintain systematic branding for proposals and reports, working to standardize stylistic elements of proposals, reports, etc. where optional. Oversight of all donor electronic records including ensuring organisation-wide use and training of grants management database. Update AKDN.net with all current and pipeline grants. Ensure that Finance Team has hard copies of all donor documents.

  6. Human resources management: Contribute to the overall effectiveness of human resources management in the P&P team (including coordinators) in close collaboration with the Director, Deputy Director and other P&P managers. Provide management guidance and direction to the Partnerships Coordinator and the Policy and Partnerships Officer.

  7. Integration between sectors:Ensure regular communication with Program Management Support Officers and sector staff in the field on regional/national developments, and work with other National Managers and Coordinators to develop innovative linkages and knowledge sharing between sectors and programs.

Required Qualifications and Experience:


  1. Master’s degree in relevant field and at least three years of field experience in a similar or relevant field;

  2. Experience working in a multicultural environment, preferably in a post-conflict one;

  3. Knowledge of the key international donors active in Afghanistan – experience in management of donor relations is highly preferred;

  4. Native proficiency written and spoken English

  5. Demonstrated ability to work under pressure and meet tight deadlines;

  6. Ability to critically analyse and provide constructive recommendations;

  7. Good team player with ability to build and maintain collaborative relationship with colleagues;

  8. Willingness to live and work in a post-conflict zones in which personal freedoms may be constrained.

CONSTRUCTION ENGINEERING COORDINATOR

Base Closure Assistance Team (BCAT) – Afghanistan (Bagram and Kandahar).


Provides Construction Engineering services in the form of a Construction Engineering Coordinator, who shall be responsible for the coordination and development of plans to construct, deconstruct, repair buildings, utilities, force protection emplacements, and related equipment. The Construction Engineering Coordinator shall advise and assist bases and/or units in the development of applicable plans and estimates associated with basing requirements. Briefs construction plans during meetings and briefings. Work with military engineers or construction contractors to develop construction and deconstruction statements of work, estimates, labor plans and schedules. Travel to bases throughout the country to perform site surveys and reconnaissance to review base master plans and coordinate with the BOS-I to develop base closure/transfer plans. Prepare Foreign Excess Real Property (FERP) packets in order to facilitate disposition. Serves as a liaison coordinating with higher headquarters for engineer enabler support. rovide technical assistance and advice to the BOS-I on demolition requirements. Reviews inspection records and inspects structures to ensure compliance of specifications when property is identified by to be transferred.


Qualification Requirements:


Bachelor’s degree in engineering, construction management or demonstrated combination of 8 years education/training and experience. 7 years related experience in a construction environment. Prior experience in setup and management of information control systems to track and manage requests for information, drawings and specifications. Possess the ability to read, interpret, and decipher all construction documents (schedules, specifications, blueprints, schematics, diagrams, etc). Comprehend Contractor principles and procedures for training, compensation and benefits, labor relations, and personnel information systems. Capable to operate and travel independently from assigned BCAT team when timelines and base closure plans require. Ability to utilize higher level functions in MS Excel, Word, and Power Point. U.S. Citizen with final Secret Clearance .

Summary:


Air Traffic Control Specialists (ATCS) control air traffic according to established procedures and policies to prevent collisions and minimize delays arising from traffic congestion. Responsible for the safe, orderly and expeditious movement of air traffic through assigned airspace.

Individuals shall demonstrate professional knowledge of air traffic control rules, regulations, and techniques, and the ability to apply this knowledge in aradarapproach control facility. A Precision Approach Radar (PAR) rating may be required at specified sites. Individuals selected for this category shall be a graduate of an approved DOD, FAA, or ICAO air traffic controller course, shall possess FAA form 7220-1 and shall possess a valid Second Class or First Class Medical Certificate (FAA Form 8500-9) or equivalent at time of employment. A minimum of 4 years ATC experience in a RADAR facility is required. Experience with operating the Micro Enroute Automated Radar Terminal System (Micro-EARTS) is required.
