Under the direction of: Operations Manager/Area Manager
Major duties and responsibilities:
Serve as the Site Manager for the Operation and Maintenance (O&M) services of prime power plants and client interface at above duty station or other sites as needed.
Direct overall activities of workers in a variety of trades and custodial capacities through subordinate trade supervisors or contractor operations. Plan operating programs, develop standard schedules for operating and maintenance activities, and make periodic inspections of the power plant and camp facilities to insure smooth functioning;
Become familiar with the Operations Action Plan (OAP) and provide daily, weekly and monthly reports as required by the OAP;
Maintain close relationships with Military prime power group to ensure all their requirements are fully met in accordance with the task order and prime contract requirements;
Work Collaboratively with the power plant operator to supplement technical knowledge of power plant O&M;
Represent Berger/Cummins at conferences, negotiations, other meetings in the field and be able to speak authoritatively while recognizing the limitations of your own professional knowledge and credentials;
Review and approve all subcontractors and suppliers invoices prior to submitting to the Operations Manager. Coordinate all of the required submittals with the on-site government technical representative and seek approval prior to submitting to the Operations Manager;
Consult with military representatives to plan comprehensive camp safety programs and evacuation procedures in case of hostile fire or other emergency;
Maintain constant awareness of available resources including: personnel, space, equipment, and funding;
Execute the company’s policy and procedure for proper and efficient operation of the power plants in Afghanistan;
Plan and coordinate with the Operations Manager the storage, transport and procurement of equipment and supplies required for execution at the site;
Take direct charge of working operations in special situations such as major equipment breakdowns, operating emergencies, or during installation of new equipment systems;
Plan and coordinate with the administrative office the mobilization of staff and hiring of local employees the task order proposal and operating budget;
Institute management controls to assure all on-site staff carry out their duties with the highest degree of quality, accountability, and integrity and within the code of conduct required by the U.S. military;
Report in writing any issues to the Berger Operations Manager which could impact the project or the company, as the accountable on-site agent for Louis Berger;
Administer and disburse local cash consistent with the Louis Berger accounting system.
File the monthly FCR and send to Berger-US. Request monthly replenishments;
As directed by the Operations Manager and/or Area Manager.
Specific duties and responsibilities:
Manage Berger/Cummins mobilization and demobilization to and from project site. Manage all required follow-on sustainment operations;
Coordinate with the Construction Manager all activities related to site development and construction to ensure that the task order requirements are fully met;
Ensure that Operations and Maintenance services are being met, respond to complaints, and resolve competing requests for services.
SERVE AS A SR. DIESEL MECHANIC OR SR. ELECTRICAN ON SITE:
EITHER Serve as a Sr. Diesel Mechanic on site:
Serve as a Senior Mechanic for the Operation and Maintenance (O&M) services of prime power plant and client interface at the project site.
Report to Area Manager all special occurrences such as emergency outages and corrective actions taken to maintain service. Anticipate unscheduled load changes, and detect early indications of equipment malfunctions in order to maintain continuous service.
Troubleshoot and overhaul, rebuild, or make comparable major repairs to Gensets, powered support systems, including the major components (e.g., engines, generators, alternators, gears, compressors, and hydraulic, pneumatic, electrical components) of the following:
Power Pant generation equipment,
Standard Diesel power generators
transformers,
switchgears,
industrial circuit breakers and load equalizing circuits,
lighting,
emergency power supply units,
HVAC units,
Other combat support powered system
Water Plants
Assist in the control and distribution of e A thorough knowledge of the mechanical and electrical makeup and operation of powered support systems such as those described above, including their major mechanical, electrical, hydraulic, and pneumatic components;
Troubleshoot and repair diesel, gasoline, and/or multi-fuel engines (e.g., overhauling those of 3 to 8 cylinders and up to 3MW of power or making less extensive repairs to larger, more complex engines)
Gear and govern components for controlling, changing, or transferring speed and power;
Troubleshoot and repair electrical and transistorized systems with components such as transistors, resistors, rectifiers, switches, relays, meters, governors, harness wiring, commutators, slip rings, brushes, capacitors, generators, motors, timing and sequencing devices, and solid state DC voltage regulators.
Troubleshoot electrical and transistorized sensing and controlling devices and panels for engines and generators, e.g., overvoltage, under voltage, over frequency, under frequency, over temperature, fire detection, and low oil pressure.
Assist in maintaining electrical power through the power plant and primary distribution system, and in the operation of the central switchboard to actuate remotely controlled circuit breakers, transformers, and switches in order to regulate and maintain proper voltage on the distribution lines.
Perform the overhaul, installation, maintenance, modification, and repair of various types of electronically controlled industrial power generation equipment.
Apply knowledge of electronic theory and circuits and basic logic circuits to power, timing, and motion controls, indicating and counting mechanisms, and similar devices to troubleshoot, maintain, and repair power plant controls and electronics equipment.
Utilize judgment in interpreting guidelines such as load shedding priority schedule, operating criteria of equipment, schematics, and wiring diagrams.
When malfunctions occur, assist the plant manager to isolate and bypass the fault in order to maintain service or take actions to shed low priority loads when full service cannot be maintained.
Plan controls operating programs, and make periodic inspections of the power plant controls and other devices to insure smooth functioning;
OR Serve as a Sr. Electrician on site:
Serve under the direction of the Area Manager to operate and maintain diesel gensets and electrical power plant equipment and train other electricians/operators;
Trains electrical teams or line crews to perform routine installation maintenance, and repairs on electric power control equipment, distribution lines, or electric-generating equipment. In communication with the Area Manager acts as the Senior Electrician and/or team lead:
Work on power cables, transformers, insulators, and control equipment such as switches, circuit breakers, and panels. This includes collecting transformer oil samples that are tested for contamination as well as cleaning up contaminated sites;
Assemble, repair, modify, replace, and install electrical quick change assembly components such as electrical cables and wiring harnesses associated with engine and transmission components and test the completed products;
Use a variety of test equipment such as voltmeters, ohmmeters, multimeter, growlers, meggers, and specialized test sets to test for shorts, continuity, and defective wiring and connections;
Use standard hand tools and micrometers to check for extensive wear of bushings, bearings, and gears. Assist on assignments involving equipment and components of greater complexity than those described above by performing discrete tasks such as routine disassembling, repairing, and reassembling the simpler components and then bench testing them;
Disassemble, repair, modify, assemble, and test a variety of electrical equipment such as AC/DC motors (single, split, and three-phase), generators, starters, voltage regulators, servo mechanisms, alternators, transformers, actuators, power control panels, control sticks, instrument panels, or inverters;
Check fields, armatures, wiring, commutators, and other electrical parts for continuity, voltage drop, ground shorts, opens, and overheating;
Check and repair gears and clutches when these and other similar mechanical items are part of the accessory being serviced or repaired;
Check shafts for clearance, balance, and warpage; they check the condition of bearings, noise filter capacitors, switches, rectifiers, variable resistors, diodes, relays, and governors according to work order requirements;
Repair or replace items such as brushes, seals, bearings, gears, leads, armatures, and control parts. They recondition surfaces, modify if specified, and restore entire unit to serviceable condition;
Use standard hand tools and a variety of test equipment such as voltmeters, ohmmeters, growlers, meggers, resistance bridges, and analyzers to test electrical characteristics. They use feeler, depth, tension, and spring gauges; micrometers; and dial indicators to measure clearances, tolerances, and dimensional;
Use and maintain various hand and power tools of the trade.

At least three (3) years of experience managing power generation plants with a minimum of two (2) years of experience in a contingency environment.
Experience in managing medium to large scale O&M projects;
Experience in managing a technical staff, inspectors and support personnel;
Experienced working in international work environments in an expatriate or US military status;
Proactive nature and strong interpersonal skills in collaborating, communicating and working with (1) Other senior Berger/Cummins managers and staff (to include Home Office management team); (2) Local and International subcontractors; (3) Army Corps of Engineers military representatives; and (4) Local officials as required.
Desirable qualifications:
Experience in providing O&M Services to clients;
Experience in Iraq/Afghanistan.
