ACE is building a team in anticipation to support the Ministry of Public Works of the Government of Afghanistan implementing the Trans Hindukush Road Connectivity Programme (THRCP). The project aims to improve connectivity across the Hindukush mountains through: i) construction of Bamian – Baghlan Highway road; and ii) the rehabilitation of the Salang Pass/Tunnel. The project has strategic importance for the movement of goods and freight between the Northern provinces and Capital of the Country, and is considered part of the resource corridor which is already targeted as a priority to construct by the government of Afghanistan.
Scope of Assignment:
The purpose of the assignment is to establish the QA/QC processes in the THRCP Project Management Team (PMT) of Ministry of Public Works (MPW). The QA/QC specialist will directly report to the Team Leader and will work in collaboration with Sr. Highway Engineer
Under the overall guidance and supervision of Team Leader, the QA/QC specialist is responsible for developing, directing and coordinating a comprehensive Quality Assurance and Quality Control process for the roads and bridge works in the THRCP. Quality Management Process shall comprise of developed Quality system, Quality Plans flow charts and QA specifications.
Specific Duties:
Specific responsibilities and duties include but are not limited to:
· Establish and Lead the Quality Assurance/Quality of THRCP
· Reorganize the existing regional laboratories including the main laboratory in Kabul by updating the equipment and tools, create job card and cost recovery system;
· The position holder will check the delivered material is in compliance with the approved material submittals
· Controlling the quality and the compliance of all works carried out onsite as per the method statements approved by the Engineer and as per local standards
· Monitoring and auditing the project Quality Management System including carrying out corrective and preventative action where required
· Using a document control system to record and track the quality documents
· Provide technical assistance and overall supervision/monitoring of the construction works through coaching/guidance of inspection engineers and construction companies in terms of Quality Control and Quality Assurance aspects.
· Develop Quality System for MOPW including Quality Plans flow charts and QA specifications and train the staff for use.
· Providing technical advice and assistance to contractors to ensure that economical and quality materials are purchased, Quality Plans flow charts and QA specifications Create a system for keeping record of all documentation regarding QA/QC, Tracking and reporting all non-conformances to the QA/QC coordinator
· Develop and introduce data system for QA/QC works for report generation and related activities; development and presentation of training programs. T
· Review all standard test forms to be used during laboratory tests, QA/QC testing schedules and procedures and evaluate results as appropriate;
· Any other task assigned by the Team Leader.
Qualifications and Experience:
Education:
Master’s Degree in Civil Engineering or similar field required;
Bachelor’s Degree in Civil Engineering plus an additional 7 years of relevant work experience may be considered;
PRINCE 2 foundation or advanced course is an asset.
Experience:
• A minimum of 15 years practical post-qualification experience, preferably in quality management of large scale road projects;
• At least 8 year experience in quality management of large scale road and bridge construction project(s)
• Previous experience working in post conflict countries will be an advantage;
• Previous experience in mentoring and training counterparts is considered an asset. lEv;
