ACE is building a team in anticipation to support the Ministry of Public Works of the Government of Afghanistan implementing the Trans Hindukush Road Connectivity Programme (THRCP). The project aims to improve connectivity across the Hindukush mountains through: i) construction of Bamian – Baghlan Highway road; and ii) the rehabilitation of the Salang Pass/Tunnel. The project has strategic importance for the movement of goods and freight between the Northern provinces and Capital of the Country, and is considered part of the resource corridor which is already targeted as a priority to construct by the government of Afghanistan.
Scope of Assignment:
Under the supervision of Sr. Procurement and Contract Management Specialist (SPCMS) the Procurement Specialist will establish the procurement and contract management processes in the THRCP Project Management Team (PMT) of Ministry of Public Works (MPW) in accordance to World Bank guidelines and up to acceptable international standards.
Specific Duties:
Under the overall supervision of Sr. Procurement and Contract Management Specialist, the specific responsibilities and duties include but are not limited to:
• Ensure full compliance of THCRP procurement and contract management activities with World Bank Guidelines;
• Ensure full compliance of THCRP procurement activities with ACE rules, regulations, and policies and strategies;
• Undertake assessment of bids and prepare bid evaluation reports;
• Elaborate on effective internal control procedures, as well as design and maintain a client-oriented procurement and contract management system
• Interfaces with stakeholders to plan and prioritize purchasing activities.
• Reviews planned orders, creates requisitions for purchased items, and manages approval process.
• Transmits and prioritizes approved purchase orders and supporting documents to supplier.
• Tracks order acknowledgement, prepares and communicates shortage and backlog reports, and provides visibility of potential interruptions to internal customers.
• Tracks orders and confirms system lead times, delivery dates, and costs.
• Reviews, updates, and maintains purchase orders until they are closed.
• Ensures orders adhere to supplier agreements and contracts; reports non-conformances.
• Leads finance and logistics staff in resolving reception and invoice discrepancies.
• Identifies opportunities and implements actions to achieve efficiencies.
• Any other task assigned by the Sr. Procurement and Contract Management Specialist.
Qualifications and Experience:
Education:
A first level university degree in Civil Engineering, Business Administration, Public Administration, Finance, Accounting, Economics or related field;
Experience:
• Minimum 5 year experience in procurement particularly within construction and rehabilitation projects;
• Familiarity with guidelines of WB funded projects in Afghanistan is an asset.
• CIPS certification of any level is an asset.
• Previous work experience with government is an asset.
