Afghanistan: Planning/ Performance Monitoring Officer

ACE is building a team in anticipation to support the Ministry of Public Works of the Government of Afghanistan implementing the Trans Hindukush Road Connectivity Programme (THRCP). The project aims to improve connectivity across the Hindukush mountains through: i) construction of Bamian – Baghlan Highway road; and ii) the rehabilitation of the Salang Pass/Tunnel. The project has strategic importance for the movement of goods and freight between the Northern provinces and Capital of the Country, and is considered part of the resource corridor which is already targeted as a priority to construct by the government of Afghanistan.


Scope of Assignment:


The purpose of the assignment is to establish planning and performance monitoring and reporting procedures within THRCP project team. The Planning/ Performance Monitoring Officer works under the supervision of the Planning/ Performance Monitoring Specialist to oversee and direct the project’s progression with the aim of ensuring that projects are completed within the determined time frame, within the constraints of the budget, and with sufficient staffing.


Specific Duties:


Specific responsibilities and duties include but are not limited to:


• Establish and leading the Project Controls Team responsible to prepare and maintain detailed engineering, procurement and construction schedules, including development of critical path and project float;


• In collaboration with project stakeholders i.e. contractor(s), Project Management Team of MPW, and local authorities develop a plan and monitor performance during implementation stage of the project;


• Develop and carry out monitoring and reporting systems to ensure the production of weekly and monthly progress reports, including Gantt charts, time scaled Logic Diagrams and Histograms etc;


• Undertake what-if scenarios and prepare options for way forward for the project management’s consideration;


• Develop and deliver presentations on programme, recovery plans, delay analysis etc. to the client, as and when needed;


• Undertake assessment of Extension of Time and possible claims submitted by contractor(s);


• Provide regular update to relevant departments on their performance and its impact on project milestones in order to ensure that departments optimize their resources, as well as providing technical support to relevant departments in the preparation of their recovery plans;


• In close consultation with relevant departments, lead development and implementation of the sub-schedules required for monitoring of specific milestones;


• Monitoring, resources expenditure/usage, including materials and manpower;


• Preparation and submission of Time Impact Analysis to the client;


• In collaboration with contractor(s), set annual/monthly performance objectives, work plans and continuing to conduct periodic performance appraisals, including personal development plans;


• Holding regular one-to-one line management meetings, document the decisions and ensure agreed actions and decisions are followed through development of the departmental quarterly work plans


• Any other task assigned by the Planning/ Performance Monitoring Specialist.


Qualifications and Experience:


Education:


Bachelor’s Degree in Civil Engineering or other relevant subject.


Experience:


• A minimum of 3 years practical post-qualification experience, preferably in planning and project controls of large scale infrastructure projects;


• Highly proficient in planning software such as Primavera, MS Project and other planning software; High proficient in MS Office
