Afghanistan: Contrancts Specialist
Purpose of the Post
Under the direct supervision of Supply & Logistics Manager, the incumbent administers the procurement of services for Afghanistan Country Office in accordance with the UNICEF Rules and Regulations, including Contract management and implementation. He/She will be responsible for providing technical advice and recommendation the planning, directing and managing of the contracting process of all institutional service contracts. He/She will develop, execute and strategize appropriate mechanism as well as approaches in procurement / contracting of services with institutions.
Major Duties and Responsibilities
Ensure all procurement activities for Institutional Services are in compliance with the UNICEF Financial Rules and Regulations, SD Manual, and all other applicable procurement procedures.
Manage service contracting team (2-3 national staff) and process: review all the terms of references (TOR) issued for the procurement of services, provide advice to programs sections on the proper solicitation processes and the time frames. Review the Requests for Proposal issued against the approved ToR’s and monitor the technical and financial evaluation process. Reviews the Contract Review Committee submissions for services and raising of contracts with appropriate key performance indicators/milestones, payment schedule and general service delivery terms and conditions. Support CRC secretariat and function in Afghanistan Country Office.
Identify critical control points in service contracting process, put in place risk control as well as performance management measures.
Manage Long Tern Agreements (LTAs) for services and ensure timely renewal or fresh bidding to ensure no break in service delivery. Coordinate and consolidate supplier evaluations for all open contracts.
Periodically review or draft new Standard Operating Procedures (SOPs) for contracting considering the country context and develop tangible indicators to ensure effectiveness and process efficiency. Conduct orientation and training for UNICEF staff on contract management.
Participate in the country programme planning and advice on contracting requirements in the annual work plans.
Conduct regular market surveys to identify additional service providers to broaden UNICEF database and ensure adequate responders to bids.
Any other duties assigned by the Supervisor.
Minimum Qualification Required
An advanced university degree (Master’s degree) in Contract/Commercial Law, Supply Chain Management, Logistics, Procurement, Purchasing, Business Administration, Management, Social Science or a directly related field(s) is required. A valid professional certification (CSCP; CSCM; CPSM; SCMP; etc.) from an accredited supply management institution is an advantage.
A minimum of five years of relevant experience in contract law, supply, logistics, procurement, or other directly-related technical field.
Previous work experience within the UN system, INGO or other international organization is desirable.
Previous work experience in an emergency/hardship duty station is considered an asset.
Fluency in English (verbal and written) is required. Knowledge of other UN official is desirable.
Proficiency in the use of computers and MS Office packages. Proficiency in SAP is an advantage.
