(AFG-KABUL) Advisor, Cultural Liaison / Resource Management and Procurement
Job Summary
Act as a liaison between the Afghanistan National Defense Security Forces (ANDSF) and the Deputy Chief of Staff – Security Assistance (DCOS-SA)/Combined Security Transition Command – Afghanistan (CSTC-A) Resource Management (RM), Essential Function 1 (EF1) mission to develop a capable and enduring ANDSF.
Principal Accountabilities
- Develop relationships with senior ANDSF financial and procurement leaders.
- Coordinate activities between DCOS-SA/CSTC-A RM (EF1) and ANDSF teams.
- Conduct independent liaison with ANDSF offices and officials as required for assigned projects.
- Prepare and transmit all required correspondence for key leader engagements (KLE) with the ANDSF.
- Responsible for listening to, understanding, and translating spoken or written financial and procurement statements, laws, policies, regulations, notes, etc. from one language to another to facilitate effective communication between DCOS-SA/CSTC-A RM (EF1) and ANDSF General Officer and civilian leadership.
- Directly support the DCOS-SA/CSTC-A RM (EF1) with strategic level policy generating products that directly support the train, advise and assist effort for ANDSF financial and procurement management.
- Provide direct oversight of the translation of strategic level sustainment correspondence between the DCOS-SA/CSTC-A RM (EF1) and the ANDSF to ensure consistent and accurate messaging between the organizations.
- Perform other duties as assigned.
Knowledge & Skills
- Ability to effectively create & communicate the results of research and policies to the DCOS-SA/CSTC-A RM (EF1) and ANDSF officials through written reports, briefings, and oral presentations.
- Capability to be effective in a complex strategic environment through influence and interaction. Strong analytical and persuasive communication skills.
- Automated data processing knowledge: possess working knowledge of word processing, spreadsheets, graphics presentation, e-mail clients, and web browsers.
Experience & Education
- Bachelor’s degree or 5 years’ experience supporting, working with or working within military organizations.
- Understanding of and experience with Afghan financial and procurement laws, policies, and regulations as well as the ANDSF organizations or experience working at a strategic level within a military or civilian equivalent technical field.
- Fluency in written and spoken Dari, Pashto and English. Fluency in French is also desirable.
- Must have a final (not interim) SECRET Level Security DoD Clearance before deployment and must maintain that clearance.
Physical Requirements/Working Environment
- Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy.
- Must be able to operate in harsh and austere conditions of Afghanistan
Travel
- Must be capable of daily travel in and around Kabul as well as to locations throughout Afghanistan.
