The Department of State’s Office of Press and Public Diplomacy provides services to support the mission of the Afghanistan/Pakistan Grants Implementation Team. The Afghanistan/Pakistan Implementation Team manages a portfolio of grants and cooperative agreements in conjunction with the Public Affairs Sections at Embassy Kabul and Embassy Islamabad.
Responsibilities:
OBXtek is staffing for a Grants Program Analyst who will provide services to support the mission of the
Afghanistan/Pakistan Grants Implementation Team, U.S. Department of State’s Office of Press and Public Diplomacy, Bureau of South and Central Asian Affairs (SCA/PPD). The Afghanistan Pakistan Implementation Team manages a portfolio of grants and cooperative agreements in conjunction with the Public Affairs Sections at Embassy Kabul and Embassy Islamabad.
The selected candidate shall be responsible for monitoring and coordinating the grants issued and supervised by SCA/PPD. The Grants Program Analyst may independently execute or assist with the tasks listed below.
Personal contacts are with: PAS Kabul and PAS Islamabad staff, senior level governmental and non-governmental officials as well as technicians and members of the U.S. government’s target audiences in Afghanistan and Pakistan. Extensive contact will be carried out via email and phone as well as in person with the US Embassy staff in Pakistan and Afghanistan.
Review narrative and financial reports from award recipients in Afghanistan and Pakistan quarterly;
Communicate disparities, potential problems, unauthorized expenses, or other concerns discovered in quarterly reports to Grants Officers, Grants Officer Representatives, and other grants management personnel in DC and Afghanistan/Pakistan;
Track submission of quarterly reports, and follow up with appropriate counterparts at Post when reports are missing or inadequate;
Organize and maintain electronic and hard copy grant files;
Conduct research, collect data, and prepare reports or presentations on the grants portfolios for ad hoc projects and other stakeholders in Washington and in Afghanistan/Pakistan, particularly the Special Investigator General for Afghanistan Reconstruction (SIGAR);
Review new award packages for compliance with USG grant regulations and general feasibility of project implementation, and provide recommendation to supervisors regarding approval or necessary changes; and
Other duties as assigned (the supervisor makes assignments by defining objectives, priorities and deadlines and assists incumbent with unusual situations which do not have clear precedents).
Qualifications:
Ability to obtain and maintain a SECRET clearance. Current clearance strongly preferred.
At least 5 years of experience working on federal grants, preferrably with the Department of State.
Mastery of the principles, theories, concepts and practices of grants management;
Knowledge of the functions, policies, program goals, and priorities of the Office, Bureau and Department to ensure that the grants funded by PPD support Office, Bureau, and Department mission objectives;
Knowledge of the legal and regulatory requirements governing the administration of Federal grants to ensure the PPD grants program fully complies with all applicable requirements.
Ability to analyze complex problems and issues and identify pertinent factors.
Ability to communicate effectively both orally and in writing, to provide advice, guidance, and assistance, plan and coordinate activities, establish and maintain liaison, present and defend recommendations, and reconcile differing and conflicting viewpoints.
