(AFG-KABUL) Production Control Technician

Job Summary

The Production Control Technician is responsible for providing aircraft availability status and historical reference for all aircraft and their components and make independent judgment regarding parts availability and time before overhaul decisions and including aircraft scheduling, current mission status, historical usage data for major aircraft components, and other maintenance activity (to include Ground Support Equipment).

Principal Accountabilities

• Track assigned aircraft in support of the U.S. Department of State (DoS), Bureau for Diplomatic Security (DS), under oversight from the Bureau for International Narcotics and Law Enforcement Affairs Office of Aviation (INL/A) both the Continental United States (CONUS), and Outside the Continental United States (OCONUS).


• Compile and record production data for aircraft, engine and aircraft component overhaul. Update status and records maintenance actions.


• Determine aircraft availability, priority of repair, controlled exchange, recording scheduled and unscheduled maintenance and frequency of required inspections.


• Responsible for maximizing the most opportunistic usage of assets.


• Generate work-orders for repair and inspection.


• Compile and records production data from historical records and other documents such as logbooks and vendor work orders using personal computer and other devices.


• Calculate aircraft availability by airframe, by hour.


• Generate production reports for all aspects of the aircraft status based on data compiled, tabulated and computed, following prescribed formats.


• Transfer raw data into production priority through aircraft availability chart production, using chart, graph, or spreadsheets based on statistics compiled for reference by production and management personnel.


• Prepare production reports and special reports as needed to reflect contract requirements.


• Verify, validate and document Time Before Overhaul (TBO) requirements for flight critical aircraft components and sub-components; ensure availability of required parts using experiential determination to enhance mission rates.


• Monitor Partial Mission Capable Supply (PMCS) and Not Mission Capable Supply (NMCS) for Estimated Delivery Date (EDD).


• Take action for and responsible for deciding which critically needed part is assigned to which fleet, country and airframe.


• Maintain aircraft historical files for validation of critical flight safety issues.


• Maintain critical component Controlled Substitution reports in accordance with contract compliance prepares and submits requests for airframe Non-Reportable Time (NRT) and Requests for Waiver/Variance for substitution of aircraft subcomponent and other information to comply with Federal Aviation and other flight regulations.


• Record aircraft flight and – monthly status DA Form 1352 information according to Department of the Army Pamphlet 738-751 (TAMMS-A) instructions. Use MEL as reference and reports daily status accordingly.


• Act as liaison point of contact between the Department of State, the Director Aviation Resource Management, Logistics, Information Technology, and Business Contracts.


• Generate internal work orders for maintenance support from assigned Points of Contact (POC’s) in the CONUS and OCONUS.


• Act as a centralized point of contact for assigned Country Site Manager; conduct (at a minimum) weekly conferences to recommend improved maintenance activities, assist in repair part location, and decision to repair or replace, and follow-up for CONUS and OCONUS sites with coordination of work flow to meet contract requirements.


• Brief Senior Management weekly on status of aircraft conditions for assigned sites.


• Use established information systems to research aircraft and component part numbers for procurement, and then acts on information gained to maximize mission capable rates.


• Assume full responsibility against divulging material or information pertinent to matters of security, company or departmental policy, etc., except as specifically directed.


• Recommend particular course of action, ensuring sustainment of newly established locations, and other maintenance activities.


• Represent the company to both internal and external customers, receives distinguished visitors, maintains reputation with our customer, etc.


• Responsible for validating integrity and frequency of calibration for Ground Support Equipment (GSE) and other data in support of the Air Wing Information System AWIS.


• Communicates with varied field locations in varied time zones, and programs and documents maintenance activity and actions that have occurred (including verifying needed actions that should have occurred as well), and documents production standards by aircraft and location.


• Establish work and production schedules to meet the mission requirements.


• Assign maintenance priorities and personnel to assist other mechanics and sections as required.


• Supervise Production Control Schedulers/ MIS Data Entry personnel assigned to applicable sites.


• Assist key managers in providing oversight, initiating, conducting training or/and supervising within his/her respective area of responsibility to meet the contract objectives of host nation and contractor training; also, responsible for host nation counterpart training if required and applicable.


• Perform other qualified duties as assigned.

Knowledge & Skills

• Able to write read, and understand technical publications related to aircraft maintenance operations and reporting.


• In-depth knowledge of aviation actions at both unit, intermediate and depot levels.


• Fluent in the Air Wing Information Systems and able to turn data into wisdom.


• Fluent in Microsoft Word, and Excel.


• Knowledge of Microsoft Office to include word, power point, excel, outlook, and demonstrate ability to utilize Internet Explorer to research parts availability, and other data needed to improve mission capable rates.


• Possess effective verbal and written communication skills.


• Knowledge of logistic systems desirable. Specialized vocational, technical, or other formal training may be substituted in part for experience requirements.


• Ability to demonstrate skills in administrative and clerical duties to include preparation of production efficiency reports, control memos, letters, and other communications; mathematical calculations pertaining to this classification.


• Possess the ability to plan, schedule and integrate complex events.


• Ability to communicate well with workers and management.


• Able to perform data entry at 40-55 words per minute.


• Ability to pass continued education/training courses.


• Ability to obtain and maintain a Moderate Risk Public Trust (MRPT) or full Background Investigation. A current MRPT is desired.

Experience & Education

• High School Diploma or equivalent is required.


• Three (3) or more years aircraft maintenance experience preferably in a military production control environment.


• Previous experience with AWIS maintenance & logistic modules including QC templates and reports is preferred.

Physical Requirements/Working Environment

• Must be able to walk and stand on level and/or inclined surfaces for up to twelve (12) hours per day and sit for up to eight (8) hours per day.


• Must be able to distinguish color and judge three-dimensional depth.


• Must be able to climb stairs.


• Must be able to read and interpret newspaper and typewritten print, maps, aeronautical charts, and weather charts.


• Must be able to grasp or handle objects, use finger dexterity, bend elbow/knee and reach above/below shoulders.


• Must be physically capable of climbing vertical ladders or built-in aircraft steps to heights of 10-12 feet.


• May be exposed to chemical mist, gas, vapors, ultra-violet and infrared radiation.


• May be required to lift up to 50 pounds to a height of four (4) feet and be required to lift up to 20 pounds to a height of seven (7) feet.


• May be exposed to certain obstructions on the surface as well as ladders, stairs, etc.


• May be exposed to rapid or extreme temperature changes.


• The work conditions are normally those of a standard office environment where there is little physical discomfort.


• During the performance of duties outside the office environment, the diversity of work conditions may range from an environment where there is little or no physical discomfort, to an environment where inclement weather may subject individual to changes in temperature and weather.


• May be exposed to areas where high noise hazards prevail.


• May be exposed to fumes or airborne particles; may be exposed to electrical shock hazards or work near moving mechanical parts.

Travel

• Travel as needed to CONUS or OCONUS locations.
