(AFG-KANDAHAR) Fire Crew Chief


Job Summary

The* Fire Crew Chief* leads a team to provide quality resource protection and fire fighting support for structural, aircraft, and other fire-related hazardous operations.


Principal Accountabilities


  • Serve as lead crew member at a site to provide quality resource protection and fire fighting support for structural, aircraft, and other fire-related hazardous operations in accordance with Department of Defense (DOD), contract, and National Fire Protection Association (NFPA) Standards

  • Perform fire suppression, rescue, and prevention activities as directed by senior fire officer to ensure adequate response and minimize loss of life and property

  • Ensure assigned fire fighting personnel, vehicles, and equipment are operational and available

  • Direct and control fire attack, confinement, salvage, overhaul, ventilation, and rescue activities to include first responder care, using logic and reasoning to identify options, solutions, or approaches to situations

  • Assess and document initial conditions of emergency scene and provide information to supervisor for required reports

  • Direct crew members and participate in the care and maintenance of fire fighting equipment, fire station, and surrounding grounds

  • Resolve minor administrative and personnel issues and refer major situations to senior fire officer

  • Perform other duties as assigned

Knowledge & Skills


  • Fluently read, write, speak, and understand English to interpret and explain codes, plans, provide training, and write reports

  • Proficient in Microsoft Office software

  • Ability to perform general math calculations such as addition, subtraction, multiplication, and division

Experience & Education


  • Minimum six (6) years of experience in fire services

  • Prefer Associate’s Degree in fire science management, emergency management, public administration, or associated discipline

  • DOD, International Fire Service Accreditation Congress (IFSAC), or National Pro-Board Certifications as Fire Fighter I and II, Fire Officer I, Fire Inspector I, Fire Instructor I, and HazMat Operations; Airport Fire Fighter if applicable to assigned location

  • Prefer First Responder and Cardiopulmonary Resuscitation (CPR) qualified

Physical Requirements/Working Environment


  • Living and working conditions at assignment location could be remote and uncomfortable

  • Long hours, exposure to weather and hazardous conditions

  • Personnel should be aware of moving on short notice and under adverse conditions

MacAulay-Brown is seeking a Program Manager for a 20 person contractor support team for the US Army Rapid Equipping Force. The PM will be based in the Customer’s space on Ft Belvoir, but half of the Contract support team will be offsite at Commonwealth Technology, Inc’s office in the Kingstowne area of Alexandria. The Team provides expedited technical solutions to meet operational requirements, inserting emerging technology into the operational environment and validating concepts to speed capabilities to the warfighter. The program equips specific units with advanced or emerging technology and conducts assessments in a combat environment within 6-9 months of project start to assess the technology used in the proposed solution and begin a true specification development process.

The PM’s role is to manage the team’s work to achieve performance, schedule and cost goals; produce a monthly status report and other contract reports; provide close liaison with the customer staff, particularly the Contracting Officer’s Representative, Technical Point of Contact and/or the Requiring Activity POC, Alternate Contracting Officers Representative, and Contracting Officer; recommend team members for hire; and lead the transition into the program support role as well as out of the role at the end of the contract. The PM is responsible to both the Government and to MacAulay-Brown for overall contract performance.


This position requires travel CONUS and OCONUS, including Kabul, Afghanistan and Honolulu, HI.


Requires TS clearance with access eligibility to SCI material (last re-investigation within 4.5 years, and either current access to SCI or previous access to SCI material within the last 18 months).


Requirements:
Must have an MS Degree and 12 years of program management experience.

Must be willing to travel OCONUS and within CONUS, including Kabul, Afghanistan, Denevr CO, Fort Huachuca, AZ, Aberdeen Proving Grounds, MD and Honolulu, HI.

Must be able to drive and rent vehicles, and drive his or her own vehicle between Ft Belvoir, CTI in the Kingstowne area of Alexandria, and the MacAulay-Brown offices in Vienna/Tysons Corner.

Must have strong writing and oral communication skills.

Experience as an Army Officer or Non-Commissioned Officer strongly recommended.

Requires TS clearance with access eligibility to SCI material (last reinvestigation within 4.5 years, and either current access to SCI or previous access to SCI material within the last 18 months).

(AFG-KANDAHAR) GIS / AutoCAD Planner


Job Summary


The GIS / AutoCAD Planner acts as liaison between design, review, construction, and using agencies. Responsible for maintaining and updating all geospatial information.


Principal Accountabilities


  • Develop engineering designs, perform drafting duties, and interpret rough engineering sketches to produce working drawings using manual and CAD techniques. Produce architectural, structural, civil, mechanical, and electrical drawings.

  • Update GIS Base Maps, maintain record drawings and as-builts, and plot and reproduce drawings

  • Perform surveying duties, conduct reconnaissance, site location, construction, and mapping surveys while operating manual and electronic surveying equipment. Collect, convert, and present field survey data for engineering projects.

  • Link computerized maps to databases displaying detailed information via the web. Create geographic coverages.

  • Develop accurate geospatial reports, apply cartography techniques to use raw geographical information for mapping and geospatial purposes.

  • Develop database structures, create and populate feature codes, link graphical data to relational databases, and develop query routines for end-user applications

  • Perform simple load calculations for horizontal and vertical construction. Act as liaison between design, review, construction, and using agencies.

  • Prepare engineering sketches and CAD drawings, specifications, and cost estimates. Develop, operate, and maintain GIS modules.

  • Utilize surveying technology to include Global Positioning System (GPS). Evaluate potential construction sites.

  • Support contingency operations. Develop bed-down plans to house personnel, aircraft, equipment, and associated support functions during contingency operations.

  • Perform other duties as assigned.

Knowledge & Skills


  • Ability to read, write and communicate in English

  • Ability to use AutoCAD, Civil 3D and ArcGIS software, with have extensive experience with AutoCAD

  • Ability to follow spoken instructions

  • Ability to interact professionally with all levels of employees, managers and customers.

  • Knowledge of various computer programs required (i.e. Microsoft Excel, Word, and Outlook).

  • Exercise good judgment, ability to multi task and work under time constraints.

  • Ability to work independently with good decision making skills.

  • Working knowledge of ESRI’s ArcGIS version 10.1

  • Demonstrated proficiency with engineering drawings and Tri-service GIS standards to ensure standardization across maps and as-built drawings

Experience & Education


  • Associate’s Degree in Drafting and Design or Geospatial Information Systems Technical Engineering

  • Certified as a Level III CADD Operator

  • 3-5 years’ experience in CADD, ESRI, and geospatial and/or geographical information system operations or analysis to supervise and execute the services required

Program Assistant - Counterpart International - Arlington, VA

SUMMARY:

Counterpart International is seeking a Program Assistant (PA) to support the Afghan Civic Education Program (ACEP), a 5-year USAID funded project focused on promoting civil society and media engagement that enables Afghan citizens to influence policy, monitor

government accountability, and serve as advocates for political reform.

The position will provide support to the HQ and field team help meet program goals and objectives. The candidate will also provide support to the development of new business in Afghanistan. This is a full time position based in Arlington, VA. The PA will work

under direct supervision of the Program Manager and guidance of Program Officer.


DUTIES AND RESPONSIBILITIES:


• Maintain productive working relationship with field staff, headquarters staff, implementing partners and consultants;

• Provide logistical and administrative support to headquarters and field office teams;

• Provide logistical and administrative support to staff traveling abroad in accordance with USAID and Counterpart travel policies and procedures;

• Prepare and process all financial, contractual and travel requests and reports from field office and HQ;

• Assists with event organization, including logistics planning and identifying venues/trainers;

• Uploading and organizing data, filling, and providing written report(s) on findings;

• Represent Counterpart at external conferences focused on Afghanistan and other relevant issues are report back on findings;

• Providing research support to headquarters and field office teams, including but not limited to identifying growth opportunities for Counterpart in the region and assisting with proposals as necessary;

• Maintain knowledge of issues facing country office including the operational environment and potential risks associated with the implementation of the award;

• Arrange and coordinate conference calls and meetings between HQ, Consultants, field and donor;

• Other tasks as needed.


QUALIFICATIONS:


• Bachelor’s degree with two (2) years of practical experience in implementing international development programs;

• Experience backstopping USAID funded programs; knowledge of USAID rules and regulations;

• Existing knowledge of Afghanistan current events, civil society networks and donors;

• Demonstrated understanding of political processes, governance and civic participation in the region;

• Strong written and verbal communication skills; Fluency in English;

• Strong computer skills, including MS Office Suite program, and web-based research tools;

• Superb organizational skills and an ability to focus on details;

• Ability to work independently as well as proactively seek out information from diverse groups and collaborate to create new processes and resolve issues;

• Ability to think quickly and effectively to solve problems, handle multiple projects, determine priorities in dynamic professional setting;

• Excellent interpersonal skills; commitment to collaboration and strong team player;

• Prior experience working in Afghanistan a plus;

• Knowledge of Dari, Pashtu in preferred but not required.
