Deputy Program Manager
Reporting to the Vice President of Capacity Building GLSO, the Program Manager plays a critical role in leading and supporting OCONUS pursuits. This Program leader thinks with a global organizational mindset and is able to develop solutions to meet the varying needs of PAE Kabul programs. This job is located in Afghanistan.
Principal Accountabilities
Develop a comprehensive understanding of capabilities, programs, and resources in order to align operations to achieve complex objectives
Responsible for fostering a culture that promotes collaboration, innovation and excellence in execution
Manage a diverse team of US, foreign national and host country national employees to accomplish PAE program goals and requirements
Manage Operations and Maintenance for multiple physical locations
Manage Security program elements for both physical and mobile security teams in a high risk, high threat environment at multiple locations
Coordinate and/or approve program office operating and personnel actions, policies, and procedures within generalized framework of overall corporate guidelines
Responsible for contract administrative functions including safety, security, and labor reporting
Manage monetary resources in such a manner as to keep contract within budget guidelines and meet budget objectives
Provide high degree of customer satisfaction by quality performance and best-return for their investment
Oversee arrival, retrofit, and upgrade of equipment/material
Oversee subcontract agreements with local companies providing labor, equipment, and supplies
Conduct regular meetings with USG Representatives to ensure all requirements defined in the Statement of Work are met; communicate new requirements, concerns, and issues to Leadership for resolution
Provide input to reports and administrative direction to employees
Ensure necessary employee health, morale, and welfare requirements are met
Ensure employees adhere to the Program, Mission, and host nation standards of conduct concerning in- country operations
Effectively manages employee issues that may arise
Performs other duties as assigned
Knowledge and Skills
Extensive knowledge of OCONUS operations, Department of State, and agency acquisition procedures and policies for identifying and developing operational tactics and strategies to meet customer and PAE goals and objectives
Effective leadership, excellent communication and interpersonal skills.
Exceptional writing and editing skills.
Exceptional investigative and interviewing skills
Able to maintain an excellent working relationship with PAE leadership in Kabul and headquarters to meet objectives.
Expert knowledge of Microsoft Applications
Strong analytical skills to oversee an entire operations structure.
Significant background, knowledge and skills in: leading operations and maintenance task order, management of critical infrastructure protection assets, management of secure personnel movements, management of human resource assets, management of internal inquiries and investigations for PAE in an OCONUS environment and management of PMO and logistics structures
Ability to maintain TS clearance
