Afghanistan: Public outreach advisor



Chemonics seeks a short-term public outreach advisor for the ongoing USAID-funded Afghanistan Public Financial Management (APFM) project. The advisor, working with other APFM advisors and government staff in the Ministry of Finance (MOF) and Afghanistan Revenue Department (ARD), will support the development and delivery of a communications strategy to provide tax and budget information to the public. We are looking for individuals who have a passion​ for making a difference in the lives of people around the world.


Responsibilities include:


  • Conduct a peer review of the communications strategy being developed by APFM for ARD, including the plan to build the capacity of MOF communications staff

  • Provide guidance and input on the design of a public awareness campaign, including a launch strategy, design blueprint, messaging, channel selection, and campaign evaluation

  • Work with MOF staff to develop messaging and materials that will be effective in achieving the desired attitude shift in taxes, including an approach for APFM to increase support for the ARD Facebook channel

  • Review and edit draft APFM reports to ensure they are of high quality and meet USAID requirements, including APFM branding and marking requirements

Qualifications:


  • Master’s of higher degree in journalism, communications, public relations, or a related field; or a bachelor’s degree and equivalent experience; or a degree in commerce, law, taxation, business or related field and appropriate communications experience

  • Minimum five years of relevant professional communications experience

  • Experience in identifying requirements and designing communications strategies, plans, and materials suitable for counterparts in developing countries

  • Experience in Afghanistan preferred

  • Demonstrated leadership, versatility, and integrity

  • Excellent English written and verbal communications skills
