Background
ABOUT SCA
Swedish Committee for Afghanistan (SCA) is an aid organization that has worked in Afghanistan since 1982. We carry out development projects in the areas of education, healthcare, rural development and the rehabilitation of persons with disabilities. SCA has about 5,500 employees, 99 per cent of whom are Afghans. Our operations are especially directed to the most vulnerable groups in the society and are always carried out in close cooperation with the local society.
We mainly work in the poor rural areas of Afghanistan with a special focus on women, children and persons with disabilities. The work with human rights and gender issues is central to SCA and permeates the entire organization.
In Sweden, SCA has about 8,000 members and monthly sponsors, as well as an office in Stockholm with about 20 employees. SCA is a political and religiously independent aid organization that is funded by thousands of individuals, SIDA, EC and the World Bank. The member-based organization was established in 1980.OVERVIEW AND BACKGROUND OF THE ASSIGNMENT
In the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development.
In 2012, SCA embarked on an internal change process. The SCA policy, including vision, mission, values and development approach, was revised. In 2013 a Strategic Plan for 2014-2017 was adopted by the board. Early 2014, a first step in the process to adapt the organizational structure, culture and values was taken when an Organizational Review was conducted by external consultants. Since then SCA has worked with developing structure, culture and values in a participatory way. In February 2016 the practical steps in this change process was finalized, but the change process is continuing. An overview of the internal communication is taking place, rights based approach and results based management is continuously being strengthened and processes and guidelines are revised.
To consolidate the change process and to strengthen the SCA management, SCA is now initiating a leadership development program.ASSIGNMENT DETAILS
Profile of Consultant required:
- The consultant/institution should be independent and meet the following requirements:
- Documented experience in developing, designing and leading leadership development programs.
- Documented experience in organizational change processes.
- Documented experience from working with NGOs, preferably in a conflict sensitive environment.
- Strong experience of participatory methodologies.
- Excellent command of spoken and written English.
SCA will assist the Consultant/s with accommodation in Afghanistan.
Expected outputs
- Identify specific needs and objectives for a designated leadership development program for the top management of SCA. The top management of SCA consists more or less of 100 individuals (male and female) working in Kabul Management Office and the Regional Management Offices in different parts of the country.
- Design a designated leadership development program targeting the identified needs and objectives.
- Facilitate a designated leadership development program for the top management of SCA.
- Evaluate the leadership development program (by the trainer/s and trainees), suggest changes and improvements to better reach set objectives.
Deliveries and due dates
- Seminar/workshop/interviews with managers to identify needs and objectives. April-May 2016.
- Report describing needs and objectives and possible strategies/methods to meet the needs and reach the objectives. May-June 2016.
- Draft Leadership development program to be presented to management and agreed upon. Describing methodology, themes, material to be sent out etc. May-June 2016.
- Leadership development sessions according to agreed design, content and timeline. July 2016.
Written report on evaluation from the first conducted batch of participants in relation to set up objectives (weaknesses, strengths), with suggestions on improvements and changes for future programs. July-August 2016. The evaluation may preferably entail views of the both the trainer/s and the participants.
If SCA finds the leadership development program valuable and targeting the identified needs, replications of the program will take place with new management groups.INTELLECTUAL PROPERTY RIGHTS
• SCA shall have a non-time-limited, free and exclusive right to use, reproduce, modify and process the results, in processed and unprocessed form, of the ordered assignment. The ownership and copyright of the results and material compiled in connection with the performance of the assignment belongs unrestricted to SCA, regardless of the medium/channel. The same applies to the original and working materials that form the basis of the assignment.
• Furthermore, the supplier guarantees that SCA by the use of the product does not infringe on any intellectual property rights held exclusively by a third-party.
• SCA is entitled to submit original and working materials to another supplier for processing and production. The supplier shall, subject to SCA rights under the Intellectual Property Rights, make this a mandatory demand towards subcontractors (if applicable) and employees. The above still applies even if the agreement between SCA and the supplier has expired.ADDITIONAL REQUIREMENTS:
Interested consultant/s/institutions are required to submit the following:
• Technical Proposal that include a description of the methodology to be applied, tentative work plan on how he/she plan to conduct the assignment.
• In addition, the consultant should add a summary on financial offer including (please compare point 4 above):
Fee for initial seminar/workshop and report
Fee for development and design of leadership development program.
Daily fee for conducting leadership development sessions.
Fee for evaluation and suggestions for improvements
Travel costs to Afghanistan (if applicable).
Accommodation and food for time in Afghanistan (if applicable) will be arranged and paid for by SCA.
Proposed payment schedule, based on achievements and milestonesCV(s) of the consultant(s), showing relevant experience and background for the assignment;
As evaluation of the proposals takes into consideration experience and educational background of the consultant(s) proposed for this assignment (CV’s), changes to the proposed candidates can be made only with prior approval from SCA; substitute candidates must have the same or better qualifications.
The full documentation, – excluding CVs – is not to exceed three pages. The assignment is subject to a tender procedure according to SCA’s standard procurement regulations. SCA reserves the right not to accept any or all of the tenders submitted. In addition SCA reserves the right to take references on the proposed candidate. Note that tenders shall remain valid for a period of 60 days.
Possible use of subcontractors should be specified in the tender. If applicable, the subcontractor should be presented in the same way as the tenderer according to the above requirements. Price for the performance of the assignment should be presented with VAT included (if applicable) and the percentage of VAT specified. The tender should specify time and price for all components included in the processes of the assignment. Possible applicable general conditions that are mandatory from the supplier side to be attached to the agreement should be presented in the tender. For suppliers registered in Sweden, the tax authority’s form SKV 4820 should be included in the tender. Taxation law of the government of Afghanistan will be applicable.

(b) Procurement rules
This procurement is a price comparison that is carried out with a simplified tender process with open tenders. Tenders should be submitted to SCA at the latest March 31, 2016 at 12.00 hours (Afghanistan Time). Tenders may be submitted through regular mail directed to Swedish Committee for Afghanistan, evaluations@sca.org.af.
Please be aware that tenderers may not be allowed to make any corrections or additions to the tender after the deadline for submission has passed. Although the tenderer may correct obvious misstatements or miscalculations. SCA may in certain cases ask that the tender is clarified even after the deadline of submission has passed if it may be done without risking special treatment.
The tenderer has no right for compensation for the tender or cost associated with the tender process.
