Afghanistan: AN EMERGENCY RESPONSE MECHANISM COORDINATOR - AFGHANISTAN


Context: Afghanistan, based in Kabul with frequent movement to the field (min. 50% according to emergencies)


Length of contract: 12 months, starting on March the 15th, 2016.


The position:
You will be in charge to implement high quality of EMERGENCY RESPONSE MECHANISM project, in conformity with ECHO proposal and ERM partners Common Rational, overarching strategy and the standards set internationally, by ACF and by national policies and ERM partners.


More precisely, you will:
Contribute to deliberations on strategy and the positioning of the ERM Department:


• Carry out ongoing, systematic and thorough analysis of the humanitarian situation in respect of FSL, WASH and of the context of intervention in his field of activity (Rapid assessment, Market survey, Community level and Household assessment etc.);
• Ensure internal dissemination of information gathered and its analysis to the Field Coordinator and the HoD
• Take part in the determination of strategy in his area of activity and sectorial strategy at national level
• Set up ERM project consistent with the ACF Charter, the ACFIN 2015 strategic framework, the policies of FSL and other ACF sectors, national strategic (Common Rational ERM partners) and other legal texts produced by ministers responsible for the FSL sector, and key international documents in the sector (Standards SPHERE and WHO, etc.)
• Ensure that teams have a clear understanding of these documents
• Participate, as and when necessary, in the development of the FSL section of the emergency response plan in his area of activity ;
• Promote transversal integration of the FSL sector with other sectors, in collaboration with the Field Coordinator ;
• Take cognizance of transversal problems associated with FSL initiatives (HIV, Gender issues, Disaster Management, Environment, Handicap, humanitarian access, etc.)


Identify needs and contribute to project elaboration:
• Identify humanitarian needs in the field of FSL and in his area of activity, this to include the submission of reports pertaining to such matters
• Including, where appropriate, target populations and local actors (ANDMA and DORR), partners (IP WFP and UNHCR) and ERM partners in the identification of needs and ways of responding to them
• Participation in defining FSL programs
• Contributing to the writing of the FSL sections of project proposals


Set up, implement and report on ERM projects:


• Set up of the Rapid Response Mechanism Program taking into account the logical framework of the program(s)(activities, indicators, outputs and outcomes), the budget, and the logistical and administrative processes of ACF, and Common Rationale define by the ERM partners.
• Ensure that the quality of the programs are established in conformity with the technical and project management standards of ACF,
• Get familiar thoroughly with the projects, the issues involved, the logical framework and indicators ; retaining printed copies of all funding agency contractual documents (contract, proposal, reports, amendment); sharing all such information with his teams and sensitize them on this key documents
• Identify the technical constraints associated with the implementation of the projects
• Propose innovative technical solutions in response to such constraints
• Follow up the implementation of technical recommendations concerning your project (Head of Department, Deputy Head of department, Field coordinator, Experts, Evaluators …)
• Supervise your programs, by means of internal APR monitoring tools on monthly basis (Narrative and Quantitative), regular presence in the field to monitor the team and supervise the activity implementation, maintenance of a timeline/chronogram on a weekly basis, Weekly situation report, weekly planning, monthly APRs monthly review of the budget
• Prepare in time to meet FSL components deadlines of external and internal reports relating to your projects
• Ensure that your team is respecting beneficiaries and local authorities during the intervention.
• Identify, implement and respect safety measures for both the teams and the wider population in link with Field coordinator and logistic department (building sites, community based sites, distribution sites…)


Contribute to the quality, accountability and impact measurement process of your program:


• Promote and take part in the monitoring and evaluation of the impact of your project (constant internal monitoring, external assessment) based on the tools developed by the ERM partners
• Promote and contribute to learning and improvement of program quality (internal evaluation and joint visits)
• Implement complaints mechanism procedures for ethical and transparency reasons, particularly in respect of the beneficiary populations
• Ensure that a double KAP survey is put in place (baseline/final) if necessary


Participate in the coordination, representation and partnerships of ACF in his/her area of intervention:


• Ensure the coordination of activities with other sectors and departments of ACF in order to ensure rational use of resources and optimum integration AND particularly with DAIL, ANDMA and DoRR and PDMC, UNHCR and WFP implementing partners)
• Participate in visits by funding bodies whenever requested by the Country Director or the Field Coordinator
• Represent ACF and ensure coordination with partners, the authorities (ANDMA, DoRR, DAIL, Provincial departments of Public Health (DoPH), district governor, Provincial Disaster Management committee PDMC), agencies of the United Nations and NGOs in his sector, in collaboration with the Field Coordinators (sharing information on program progress, communicate assessment documents after the validation of FSL HoD)
• Contribute to the process of selecting partners, formalize partnerships and enhance their capabilities (Local NGOs, international NGOs, national authorities, private agencies etc…)
• Reinforce the FSL and Emergency response mechanism of the partners capabilities of partners


Supervise and manage the team:


• Determine size and recruitment of his/her team
• Ensure team management (leadership, monitoring, motivation, training)
• Carry out the evaluation of team members
• Ensure capacity development of team members
• Ensure that the team is respecting ACF Chart.


Contributing to capitalization and technical development in your sector


• Ensure capitalization of program-related data and documentation of the innovations achieved (archiving both soft and hard copies)
• Disseminate the technical and operational expertise acquired in the course of the program
• Contribute to the upward transmission of data from the ground the better to inform ACF communications
• Ensure a respectful using and a good follow up of the entire material link with the program through stock reports in collaboration with the logistic department.


The applicant:
• You have at least two years of working experience in emergency context and response and a strong previous experience in needs assessment;
• You have a strong previous experience in Emergency projects (NFI and UCT distribution), a previous experience in rapid response projects will be a key asset
• You possess a previous experience in emergency supply schemes (purchase, distribution…) and have worked in unstable and volatile environment (conflict / post conflict country)
• You present a strong ability in coordination (external coordination) and very good team management and supervision skills, as well as leadership
• You have knowledge of international minimum standards (SPHERE…), Project Cycle Management, humanitarian actors including institutional donors and humanitarian environment challenges (Policies, UN humanitarian reform, stakeholders…)
• You are fluent in English


Status:
Gross monthly salary ranging from €1805 to €2305 depending on relevant experience
Food and hygiene expenses, per diem, transportation costs, collective or individual accommodation, medical insurance
25 days of annual paid leaves and 20 days of rest and recuperation (R&R) per year
