Background and Purpose


The purpose of the Regional Agricultural Development Program (RADP)- North is to improve food and economic security for rural Afghans in targeted provinces in northern Afghanistan. DAI aims to use well-reputed best practices to achieve sustainable agricultural development via agricultural and livestock value-chain enhancements, women’s participation, ministerial capacity building, and investments in the strengthening of small and medium agribusinesses. This sustainable agricultural development program will support the consolidation of licit economies to fuel economic growth and trade capacity; incentivizing local economies to transition away from dependency on illicit opium production.


Objectives


The objective of this STTA is to assist with updating and restructuring the current RADP North M&E system including modifying the indicator reporting system, merging the old M&E plan with the new approved version and incorporating Annual survey results into the RADP North data systems. The tasks for this position would include:


• Update the indicator reporting process to allow for more rapid interim reporting to the client, and create any new forms needed for this effort.
• Update internal M&E procedures to match the new rolling quarterly snapshot process.
• Provide M&E training to key project staff on reporting indicators and using the AMEP.
• Review field monitoring reports (fmrs) and propose modifications to current tracking and analysis of FMRs.
• Analyze data for donor-requested reports.
• Manage a smooth transition between the current M&E Manager and a newly hired candidate.
• Provide mentoring support and on the job training for the newly hired M&E manager.
• Work with the database specialist to ensure that Afghan Info procedures are clear and that all reporting is up to date for the quarter.
• Work with database specialist to deploy dashboards of M&E progress on other staff computers.
• Liaise with RSI during the final stages of the Annual Survey to provide interim reporting of data before final report is available.
• Attend M&E meetings at USAID in Kabul as needed.
• Work with Reporting and M&E to include more indicator-based monthly reporting.


Deliverables:
• Updated M&E procedures.
• Draft procedure for interim indicator reporting to USAID.
• Training delivery to staff as needed


Qualifications:
• Five or more years of experience in monitoring and evaluation management.
• Experience with USAID data reporting is required.
• At least one year of experience in survey development is preferred.
• Proficiency in database management and data analysis.
• Strong writing abilities.
• Proficiency with desktop publishing.
• Advance degree in related field is required.
• Fluent English.
