(AFG-KABUL) Senior Facilities Manager
Job Summary
The Senior Facilities Manager has primary responsibility for the day-to-day operations and management of the infrastructure including operations and maintenance of buildings, grounds, equipment, and utilities. Ensures all site operations are in compliance with the goals of the customer and according to company policies and procedures.
Principal Accountabilities
(Typical duties include the following, although specific duties vary by assignment or contract.)
- Establishes work requirements, coordinates, prioritizes and successfully completes short and long term projects.
- Manages objectives, strategy and performance through development of annual plans, budgets and short and long range plans as well as monitoring performance relative to established plans and budgets.
- Ensures that all purchasing and inventory control for the facility is cost effective.
- Focuses on using best business practice to improve efficiency, by reducing operating costs while increasing productivity.
- Ensures building integrity and maintenance of electrical, water, air systems and maintenance of facility grounds.
- Oversees facility operation including general maintenance of HVAC and electrical systems and installation of customer and company mechanical/electrical solutions.
- Manages the planning, procurement and use of equipment needed to ensure timely and efficient response to general and building services requests. Supervises numerous vendor and subcontractor relationships.
- Oversees and implements all safety policies and procedures. Ensure that all safety requirements are observed.
- Prepares and presents reports to senior management and/or customer regarding the status of facilities activities, construction and/or renovation projects as required.
- Oversees site’s power generation systems operation, maintenance, and services, if applicable based on location of program.
- Manages the daily operation, maintenance, service, and required testing of Water Treatment Plant (WTP) and Waste Water Treatment Plant (WWTP) facilities, if applicable based on location of program.
- Oversees site’s fuel receiving, storage, accountability and supply, if applicable based on location of program.
- Acts as the primary point of contact from Statement of Work (SOW) development to Project Management for all new construction, renovation and improvement projects at sites, if applicable based on location of program.
- Oversees site’s billeting and training facilities management.
- Responsible for the employment, training and performance evaluation of Facilities employees.
- Perform other qualified duties as assigned.
Knowledge & Skills
- Advanced knowledge of building operations, project and construction management is strongly desired.
- Excellent analytical skills.
- Broad understanding of environmental, health and safety per OSHA regulations preferred.
- Advanced ISO 9001- Quality Management experience desired.
- Ability to read, analyze, redline prints for code compliance is strongly desired.
- Broad understanding and knowledge of building codes is preferred.
- Strong organizational skills with the ability to manage multiple projects and schedules.
- Knowledge of procurement and contract management is strongly desired.
- Excellent communication, negotiation and people skills.
- Proficient in Microsoft Office applications.
- Additional knowledge/skills may be required by contract and will be listed separately.
Experience & Education
- Bachelor’s degree in an associated discipline.
- Master’s degree preferred.
- Ten (10) or more years in facilities or engineering including at least three (3) years related management experience required.
- Experience in subcontractor management preferred.
Physical Requirements/Working Environment
- Normal office environment.
- May be required to respond to a wide variety of operational circumstances, including extreme weather conditions.
- Living and working conditions at some assignment locations could be remote and uncomfortable.
Travel
- Ability to travel domestically and internationally
